11. Declaration on Article 191 of the Treaty establishing the European Community The Conference recalls that the provisions of Article 191 do not imply any transfer of powers to the European Community and do not affect the application of the relevant national constitutional rules. The funding for political parties at European level provided out of the budget of the European Communities may not be used to fund, either directly or indirectly, political parties at national level. The provisions on the funding for political parties shall apply, on the same basis, to all the political forces represented in the European Parliament.
