Resolution of the ECSC Consultative Committee concerning the proposal to amend the 1988 ECSC budget (adopted unanimously at the 272nd Session held on 20 and 21 June 1988, with one abstention) (88/C 198/04)

THE CONSULTATIVE COMMITTEE,

- after having taken note of the proposal to amend the 1988 ECSC budget presented by the Commission,

- after having noted that the Commission plans to finance complementary social measures by an increase of the levy on ECSC products and by making a part of the customs duties on ECSC products available to the ECSC, in 1989 and 1990,

1. confirms its Resolution adopted unanimously at the 267th meeting on 18 December 1987 asking for the social measures to be maintained as a whole and affirming categorically its opposition to an increase in the levy;

2. stresses once more that within the framework of the Community finances the ECSC levy has to be considered as an anomaly all the more so as this levy is not collected on those ECSC products which are imported;

3. recalls that at its meeting on 22 December 1987 the Council declared itself in favour of the transfer of customs duties on ECSC products;

4. considers a measure imposing further charges on the steel and coal industries totally inappropriate while their structural situation continues to be difficult;

5. requests, in consequence, that the transfer of customs duties on ECSC products be high enough to meet the overall requirements of the complementary social measures and that the transitional measures for 1988 be taken in the same spirit.
