WRITTEN QUESTION E-2411/96 by Anita Pollack (PSE) to the Commission (11 September 1996) Subject: Drinking and driving 1. What is the Commission doing to try to unblock the proposal before Council for an EU-wide maximum permitted blood alcohol concentration? 2. Will the Commission publish a recent study apparently undertaken for DG VII on percentages of fatal road accidents related to alcohol? Answer given by Mr Kinnock on behalf of the Commission (11 October 1996) The Commission has on several occasions approached succeeding Council Presidencies to unblock the proposal, but until now without success. In order to relaunch the debate on this issue, the Commission has - in coordination with the high level group on road safety - established an expert group which has produced the report to which the Honourable Member refers. This report entitled 'Alcohol, drugs, medicines and driving' was distributed at the beginning of 1996 to those active in road safety. Following this question the Commission has sent a copy of this report directly to the Honourable Member and to the Secretariat General of the Parliament. Naturally, all efforts to generate attention about the matter are welcome.
