++++ Declaration by the European Economic Community on Spanish and Portuguese workers taking up paid employment in the present Member States Under the transitional provisions on the exercise of the right of freedom of movement , the present Member States shall , when they have recourse , in order to satisfy their labour requirements , to labour originating in third countries which does not form part of their regular labour market , grant Spanish and Portuguese nationals the same priority as that enjoyed by nationals of the other Member States .
