Decision on the common position established by the Council with a view to the adoption of a Council Directive amending Directive 91/439/EEC on driving licences (C4-0150/96 - 95/0109(SYN))

The European Parliament,

- having regard to the common position of the Council, C4-0150/96 - 95/0109(SYN),

- having regard to its opinion at first reading ((OJ C 323, 4.12.1995, p. 107.)) on the Commission proposal to the Council, COM(95)0166 ((OJ C 21, 25.1.1996, p. 4.)),

- having regard to the amended Commission proposal, (COM(95)0708) ((OJ C 54, 23.2.1996, p. 5.)),

- having been consulted by the Council pursuant to Article 189c of the EC Treaty,

- having regard to Rule 67 of its Rules of Procedure,

- having regard to the recommendation for second reading of the Committee on Transport and Tourism (A4-0123/96),

1. Amends the common position as follows;

2. Instructs its President to forward this decision to the Council and Commission.

Whereas, in the context of mutual recognition of licences, there is a need to ensure compatibility and interoperability of such licences throughout the Community; whereas, to that end, the introduction on an individual basis of computer technology into the Community model licence should be avoided, while nevertheless leaving space on it for the possible later introduction of a microchip or similar computer device;

Whereas, in the context of mutual recognition of licences, there is a need to ensure compatibility and interoperability of such licences throughout the Community that can also offer a potential for increased flexibility of use, increase security and reduce the risk of forgery of driving licences; whereas, to that end, the introduction on an individual basis of computer technology into the Community model licence should be avoided, while nevertheless leaving space on it for the possible later introduction of a microchip or similar computer device;
