The applicant claims that the Court should:

annul the Communication from the Commission of 14 January 2021 on the European Citizens’ Initiative ‘Minority SafePack — one million signatures for diversity in Europe’, C(2021)171 final;

order the Commission to pay the costs.

Pleas in law and main arguments

In support of its action, the applicant relies on two pleas in law.

1.

First plea in law, alleging that the European Commission violated its obligation to state reasons pursuant Article 296(2) TFEU;

2.

Second plea in law, alleging that the European Commission committed a manifest error of assessment in refusing to adopt a legislative proposal following the submission of the successful European citizens’ initiative ‘Minority SafePack — one million signatures for diversity in Europe’.
