Objective of aid: To increase the competitiveness of Merseyside in relation to other regions in the United Kingdom and the European Community and thus realise the intention of the Structural Funds in reducing the disparity between Merseyside and other European regions. It is important to ensure that a highly qualified workforce is available to SMEs to enable the growth and development of the SME base. The subsidiary benefit will assist the Merseyside Objective 1 deprived region and help regenerate the economy.

The objective of the aid is to use training to improve the skills of management and the workforce within 1402 established and newly created SMEs and community enterprises within the Objective 1 area.

The skills learnt will be used to improve the survival of start-up businesses and improve productivity and efficiency in existing undertakings.

General training will be in recognised transferable skills and will lead to the achievement of modules and full qualifications at NVQ levels 2 to 5 and includes:

- management development,

- supervisory training,

- training in-house trainers,

- training workplace assessors,

- a range of basic IT skills,
