Within the context of outbreaks of foot and mouth diseases in Hungary and Slovakia in the spring of 2025, the Commission adopted Commission Implementing Regulation (EU) 2026/530 (2) providing for exceptional support measures for the sheepmeat and pigmeat sectors in Hungary and Commission Implementing Regulation (EU) 2026/1100 (3) providing for exceptional support measures for the milk and pigmeat sectors in Slovakia.

Following parliamentary elections held in Hungary on 12 April 2026 and the subsequent government transition, the adoption of legislative measures required to fulfil the eligibility criteria under Implementing Regulation (EU) 2026/530 have been delayed. In light of the principle of sincere cooperation laid down in Article 4(3) of the Treaty on European Union, it is justified to grant Hungary a time-limited extension of the eligibility date until 30 September 2026. This will enable the completion of outstanding administrative steps without compromising the Union’s financial interests, while ensuring Hungary remains accountable for swift progress in adopting the legislative measures.

Implementing Regulation (EU) 2026/1100 sets 31 October 2026 as the date before which expenditure borne by Slovakia is to be paid in order to be eligible for Union part-financing. Respect of the eligibility date of 31 October cannot be controlled as expenditure effected between 16 and 31 October are to be counted as having been made in the month of November in accordance with Article 21(2) of Regulation (EU) 2021/2116 of the European Parliament and of the Council (4) and are to be declared as an aggregated amount in the declaration of that month. To ensure the effective verification of expenditure in accordance with Regulation (EU) 2021/2116, it is appropriate to change the eligibility date for Union part-financing to 30 November 2026.

In the interest of clarity and consistency with previous similar measures, where the flat rates indicated correspond to the Union co-financing part, for losses related to the prolonged rearing and fattening periods of animals set out in Article 3(1), point (a), of Implementing Regulation (EU) 2026/530 and in Article 3(1), points (b), (c) and (d), of Implementing Regulation (EU) 2026/1100 the flat rates should be adjusted to match the Union co-financing part of 60 % of the total expenditure.
