COMMISSION IMPLEMENTING REGULATION (EU) 2026/1752

of 20 July 2026

amending Implementing Regulation (EU) 2022/1475 as regards the reporting of data on interventions in the wine sector for the purposes of the monitoring and evaluation of the CAP

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2021/2115 of the European Parliament and of the Council of 2 December 2021 establishing rules on support for strategic plans to be drawn up by Member States under the common agricultural policy (CAP Strategic Plans) and financed by the European Agricultural Guarantee Fund (EAGF) and by the European Agricultural Fund for Rural Development (EAFRD) and repealing Regulations (EU) No 1305/2013 and (EU) No 1307/2013 (1), and in particular Article 133 thereof,

Whereas:

Regulation (EU) 2026/471 of the European Parliament and of the Council (2) amended Regulation (EU) 2021/2115 as regards, among others, certain types of intervention in the wine sector. Regulation (EU) 2026/471 added two new types of intervention: the ‘permanent grubbing-up of productive vineyards’ and the ‘monitoring, diagnostic, training, communication and research to prevent the spread of relevant pests referred to in Part B of Annex II and Part C of Annex IV to Commission Implementing Regulation (EU) 2019/2072’ (3).

Article 128 of Regulation (EU) 2021/2115 provides that a performance framework is to be established to allow reporting, monitoring and evaluation of the CAP Strategic Plans. Member States are to provide the Commission with the available information necessary to enable it to perform the monitoring and evaluation of the common agriculture policy (CAP), in particular data on interventions in the wine sector. It is therefore appropriate to require, Member States to report data relating to the two new types of intervention. Part 10, under Form B.3, of Annex V to Commission Implementing Regulation (EU) 2022/1475 (4) should therefore be amended to cover these new types of intervention.

The measures provided for in this Regulation are in accordance with the opinion of the Common Agricultural Policy Committee,

HAS ADOPTED THIS REGULATION:

Article 1

Amendments to Implementing Regulation (EU) 2022/1475

In Part 10, under Form B.3, of Annex V to Implementing Regulation (EU) 2022/1475, the following points (i) and (j) are added:

‘(i)

for permanent grubbing up of productive vineyards:

(i)

Union financial assistance (in euros or national currency);

(ii)

total expenditure (in euros or national currency) of beneficiaries;

(iii)

number of beneficiaries;

(iv)

number of hectares grubbed-up;

(v)

number of operations;

(j)

for monitoring, diagnostic, training, communication and research to prevent the spread of relevant pests referred to in Part B of Annex II and Part C of Annex IV to Commission Implementing Regulation (EU) 2019/2072 (*1):

(i)

Union financial assistance (in euros or national currency);

(ii)

total expenditure (in euros or national currency) of beneficiaries;

(iii)

number of beneficiaries;

(iv)

number of operations.

Article 2

Entry into force

This Regulation shall enter into force on the seventh day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
