DECISION OF THE EEA JOINT COMMITTEE No 281/2025
of 5 December 2025
amending Annex II (Technical regulations, standards, testing and certification) to the EEA Agreement 2026/652]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98 thereof,
Whereas:

(1) |
Commission Implementing Regulation (EU) 2025/787 of 24 April 2025 amending Implementing Regulation (EU) No 540/2011 as regards the extension of the approval periods of the active substances 1,4-dimethylnaphthalene, amidosulfuron, bentazone, bixafen, clomazone, fenoxaprop-P, fludioxonil, fluoxastrobin, flutolanil, fluxapyroxad, gibberellic acid, gibberellins, halauxifen-methyl, mecoprop-P, paraffin oil, penthiopyrad, pirimiphos-methyl, propamocarb, propyzamide, prothioconazole, rimsulfuron, sedaxane and sulfoxaflor (1) is to be incorporated into the EEA Agreement. |

Commission Implementing Regulation (EU) 2025/881 of 7 May 2025 amending Implementing Regulations (EU) 2019/1085 and (EU) No 540/2011 as regards the conditions of approval of the active substance 1-methylcyclopropene (2) is to be incorporated into the EEA Agreement. |

(3) |
Commission Implementing Regulation (EU) 2025/910 of 20 May 2025 concerning the non-renewal of the approval of the active substance flufenacet, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council, and amending Commission Implementing Regulations (EU) No 540/2011 and (EU) 2015/408 (3) is to be incorporated into the EEA Agreement. |

(4) |
Commission Implementing Regulation (EU) 2025/1092 of 2 June 2025 amending Implementing Regulation (EU) No 540/2011 to update the list of active substances approved or deemed to have been approved under Regulation (EC) No 1107/2009 of the European Parliament and of the Council (4) is to be incorporated into the EEA Agreement. |

Annex II to the EEA Agreement should therefore be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
Chapter XV of Annex II to the EEA Agreement is amended as follows:

The following indents are added in point 13a (Commission Implementing Regulation (EU) No 540/2011):

The following indent is added in point 13zzzzt (Commission Implementing Regulation (EU) 2015/408):

The following is added in point 13zzzzzzzzzzc (Commission Implementing Regulation (EU) 2019/1085): ‘, as amended by:

The following point is inserted after point 13zzzzzzzzzzzzzzzj (Commission Implementing Regulation (EU) 2025/845):

Article 2
The texts of Implementing Regulations (EU) 2025/787, (EU) 2025/881, (EU) 2025/910 and (EU) 2025/1092 in the Icelandic and Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 6 December 2025, provided that all the notifications under Article 103(1) of the EEA Agreement have been made (*1).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
