Regulation (EC) No 1831/2003 provides for the authorisation of additives for use in animal nutrition and for the grounds and procedures for granting and renewing such an authorisation.

A preparation of carvacrol, cinnamaldehyde and capsicum oleoresin was authorised for a period of 10 years as a feed additive for chickens for fattening by Commission Implementing Regulation (EU) 2015/1490 (2).

In accordance with Article 14(1) of Regulation (EC) No 1831/2003, an application was submitted for the renewal of the authorisation of the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin as a feed additive for chickens for fattening, requesting the additive to be classified in the additive category ‘zootechnical additives’ and in the functional group ‘other zootechnical additives’. The application included a proposal for amending the conditions of the original authorisation, consisting of adjusting the of carvacrol content to 4,5-5,5 %, cinnamaldehyde content to 2,7-3,3 % and capsicum oleoresin content to at least 2 % (with the content of the sum of capsaicin and dihydrocapsaicin of 0,11-0,15 %). That application was accompanied by the particulars and documents required under Article 14(2) of Regulation (EC) No 1831/2003.

In the context of the application submitted in accordance with Article 14(1) of Regulation (EC) No 1831/2003, the holder of the authorisation for the feed additive concerned, Pancosma France S.A.S, has also proposed to change the name of the holder of the authorisation for the feed additive concerned to ‘ADM International Sarl, represented in the Union by ADM Specialty Ingredients (Europe) B.V.’.

The European Food Safety Authority (‘the Authority’) concluded in its opinion of 19 November 2025 (3) that the applicant has provided evidence that the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin remains safe for the target species, consumers and the environment under the conditions of use currently authorised. Regarding user safety, it also concluded that the additive should be considered a skin, eye and respiratory tract irritant and a skin sensitiser. The Authority stated that the application for renewal of the authorisation does not include a proposal for amending or supplementing the conditions of the original authorisation that would have an impact on the efficacy of the additive. Therefore, it concluded that there is no need for assessing the efficacy of the additive in the context of the renewal of the authorisation. It did not consider that there is a need for specific requirements of post-market monitoring.

The Reference Laboratory set up by Regulation (EC) No 1831/2003 considered that the conclusions and recommendations reached in the assessment carried out regarding the method of analysis of the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin as a feed additive in the context of the previous authorisation are valid and applicable for the current application. In accordance with Article 5(4), point (c), of Commission Regulation (EC) No 378/2005 (4), an evaluation report of the Reference Laboratory is therefore not required.

In view of the above, the Commission considers that the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin satisfies the conditions provided for in Article 5 of Regulation (EC) No 1831/2003. Accordingly, the authorisation of that additive should be renewed. In addition, the Commission considers that appropriate protective measures should be taken to prevent adverse effects on the health of the users of the additive. In addition, in accordance with the conditions of use recommended by the applicant and with the conclusion of the Authority in its opinion of 27 January 2015 (5) that the additive has the potential to be efficacious in chickens for fattening at the dose recommended by the applicant of 100 mg/kg complete feed, it is appropriate to provide for a minimum content of 100 mg/kg complete feed.

In addition, ADM International Sarl, represented in the Union by ADM Specialty Ingredients (Europe) B.V., should be designated as the holder of the authorisation of the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin.

As a consequence of the renewal of the authorisation of the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin as a feed additive, Implementing Regulation (EU) 2015/1490 should be repealed.

Since safety reasons do not require the immediate application of the modifications to the conditions of authorisation of the preparation of carvacrol, cinnamaldehyde and capsicum oleoresin, it is appropriate to provide for a transitional period for interested parties to prepare themselves to meet the new requirements resulting from the renewal of the authorisation.
