COMMISSION IMPLEMENTING REGULATION (EU) 2025/975
of 16 May 2025
granting a Union authorisation for the biocidal product family ‘Transfluthrin emanators UA BPF’ in accordance with Regulation (EU) No 528/2012 of the European Parliament and of the Council

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 528/2012 of the European Parliament and of the Council of 22 May 2012 concerning the making available on the market and use of biocidal products (1), and in particular Article 44(5), first subparagraph, thereof,
Whereas:

On 29 October 2015, Henkel AG & Co. KGaA submitted to the European Chemicals Agency (‘the Agency’) an application in accordance with Article 43(1) of Regulation (EU) No 528/2012 for Union authorisation of a biocidal product family named ‘Transfluthrin emanators UA BPF’ of product-type 18, as described in Annex V to that Regulation, providing written confirmation that the competent authority of the Netherlands had agreed to evaluate the application. The application was recorded under case number BC-DT020592-32 in the Register for Biocidal Products. |

‘Transfluthrin emanators UA BPF’ contains transfluthrin as the active substance, included in the Union list of approved active substances referred to in Article 9(2) of Regulation (EU) No 528/2012 for product-type 18. |
|
(3) |
On 3 June 2023, the evaluating competent authority submitted, in accordance with Article 44(1) of Regulation (EU) No 528/2012, an assessment report and the conclusions of its evaluation to the Agency. |

On 10 October 2024, the Agency submitted to the Commission its opinion (2), the draft summary of the biocidal product characteristics (‘SPC’) of ‘Transfluthrin emanators UA BPF’ and the final assessment report on the biocidal product family, in accordance with Article 44(3) of Regulation (EU) No 528/2012. |

The opinion concludes that ‘Transfluthrin emanators UA BPF’ is a biocidal product family within the meaning of Article 3(1), point (s), of Regulation (EU) No 528/2012, that it is eligible for Union authorisation in accordance with Article 42(1) of that Regulation and that, subject to compliance with the draft SPC, it meets the conditions laid down in Article 19(6) of that Regulation. |

On 24 October 2024, the Agency transmitted to the Commission the draft SPC in all the official languages of the Union in accordance with Article 44(4) of Regulation (EU) No 528/2012. |

The Commission concurs with the opinion of the Agency and considers it therefore appropriate to grant a Union authorisation for ‘Transfluthrin emanators UA BPF’. |
|
(8) |
In its opinion, the Agency recommends that the authorisation holder conducts a long-term storage stability test for the products in meta SPC 2 of ‘Transfluthrin emanators UA BPF’ to confirm a shelf-life of 24 months at ambient temperature. That test should be performed in the commercial packaging in which the products are to be made available on the market and address the relevant physical, chemical and technical properties of that product both prior to and after storage. The Commission agrees with that recommendation of the Agency and considers that the submission of the results of that test should be a condition relating to the making available on the market and use of the biocidal products of the biocidal product family ‘Transfluthrin emanators UA BPF’ pursuant to Article 22(1) of Regulation (EU) No 528/2012. The Commission also considers that the fact that data is to be provided after the authorisation is granted does not affect the conclusion on the fulfilment of the condition under Article 19(1), point (d), of that Regulation based on existing data. |

The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Biocidal Products, |
HAS ADOPTED THIS REGULATION:
Article 1
A Union authorisation with authorisation number EU-0033413-0000 is hereby granted to Henkel AG & Co. KGaA for the making available on the market and use of the biocidal product family ‘Transfluthrin emanators UA BPF’ subject to compliance with the terms and conditions set out in Annex I and in accordance with the summary of the biocidal product characteristics set out in Annex II.
The Union authorisation is valid from 12 June 2025 to 31 May 2035.
Article 2
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX I
TERMS AND CONDITIONS (EU-0033413-0000)
The authorisation holder shall conduct a long-term storage stability test for the products in meta SPC 2 of ‘Transfluthrin emanators UA BPF’ to confirm a shelf-life of 24 months at ambient temperature. The test shall be performed in the commercial packaging in which the products are to be made available on the market and address the relevant physical, chemical and technical properties of that product both prior to and after storage.
By 12 September 2025 the authorisation holder shall submit the results of the test to the Agency.

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 1
5.1. Instructions for use
Comply with the instructions for use.
Instructions for use
Take the product out of the packaging and place it in closets with clothes or other textiles to be protected. Do not cover product. Products can be used continuously all year long. After the product service life (3 months), dispose and replace by a new one to continue protection.
Period of time needed for biocidal effect
48 hours against adults and to achieve egg laying reduction
1 week against larvae
Use 1 unit per wardrobe of 1 m3
This biocidal product contains transfluthrin which is dangerous to bees.
5.2. Risk mitigation measures
Keep out of reach of children.
Only to be used by adults.
Use only in positions inaccessible to children and animals, particularly cats
Do not use on cats or pet baskets for cats on items intended to be used by cats.
Keep cats away from treated surfaces. This biocidal product contains transfluthrin which can cause severe adverse reactions in cats.
Transfluthrin may be dangerous for cats. If exposure occurs, seek veterinary advice immediately and show the package to a veterinarian.
Wash hands after putting the product in place of use.
Do not use directly on or near food, feed, drinking water or drinks, or on surfaces or utensils likely to be in direct contact with food, feed, drinking water or drinks, or livestock/pets.
Do not use in kitchens or in rooms where food is stored.
5.3. Particulars of likely direct or indirect effects, first aid instructions and emergency measures to protect the environment
If medical advice is needed, have product container or label at hand.
Pyrethroids may cause paresthesia (burning and prickling of the skin without irritation). If symptoms persist: Get medical advice.
First aid instructions:
IF INHALED: If symptoms occur call a POISON CENTRE or a doctor.
IF SWALLOWED: Rinse mouth. Give something to drink, if exposed person is able to swallow. Do NOT induce vomiting. Call a POISON CENTRE or a doctor.
IF ON SKIN: Take off all contaminated clothing and wash it before reuse. Wash skin with water. If skin irritation or rash occur: Get medical advice.
IF IN EYES: Rinse with water. Remove contact lenses, if present and easy to do. Continue rinsing for 5 minutes. Call a POISON CENTRE or a doctor.
Emergency measures to protect the environment: product must not enter the sewer system or come into contact with surface water or ground water.
5.4. Instructions for safe disposal of the product and its packaging
Dispose in a safe manner in accordance with local/national regulations. Dispose of contents and container to hazardous or special waste collection point. Avoid release to the environment.
5.5. Conditions of storage and shelf-life of the product under normal conditions of storage
Protect from frost. Store in a cool, dry place, away from direct sunlight.
Keep out of reach of children and non-target animals/pets.
Shelf life : 3 years

Instructions for use
Take the product out of the cardboard box, remove the cap and place it in the electrical plug-in device. Place the electrical diffuser in a socket inside the room where protection is needed. Do not cover product. Against mosquitoes the normal mode is sufficient. Replace product once all liquid is used. This corresponds to the service life reaching its maximum. Once the bottle is empty (end of service life is reached), dispose and replace by a new one to continue protection.

4.2.1. Use-specific instructions
Instructions for use
Take the product out of the cardboard box, remove the cap and place it in the electrical plug-in device. Place the electrical diffuser in a socket inside the room where protection is needed. The refill unit should be used in a Henkel electrical device with two working modes (normal or and max./booster) and with a timer. Set the switch to max. (booster) mode to ensure protection against both mosquitoes and flies (see further instructions on device). Depending on the device model it will work in max mode for 15h and then will stop for 9 hours, or it will work for 12h in max mode (plus automatic additional 12 hours of mosquito protection in normal mode). In both cases, these daily cycles are repeated automatically until the consumer changes the switch or unplugs. Do not cover product. Replace product once all liquid is used. This corresponds to the service life reaching its maximum. Once bottle is empty (end of service life is reached), dispose and replace by a new one to continue protection.

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 2
5.1. Instructions for use
Comply with the instructions for use.
Remove the cap and insert the bottle in the device and plug it at location where protection is needed.
This biocidal product contains transfluthrin which is dangerous to bees.
5.2. Risk mitigation measures
Place vaporizer unit out of reach of children.
Only to be used by adults.
Keep cats away from treated surfaces. This biocidal product contains transfluthrin which can cause severe adverse reactions in cats. If signs of poisoning occur, seek veterinary advice immediately and show the package to a veterinarian.
Do not use on cats and other animals or pet baskets for cats.
Do not apply in rooms where fish tanks and/or terrariums are present.
Do not cover the diffuser with any cloth or other flammable material.
Do not touch the diffuser with moist hands or metal objects.
Wash hands after putting the product in place of use.
Do not use directly on or near food, feed, drinking water or drinks, or on surfaces or utensils likely to be in direct contact with food, feed, drinking water or drinks, or livestock/pets.
Do not use in kitchens or in rooms where food is stored.
5.3. Particulars of likely direct or indirect effects, first aid instructions and emergency measures to protect the environment
If medical advice is needed, have product container or label at hand.
Pyrethroids may cause paresthesia (burning and prickling of the skin without irritation). If symptoms persist: Get medical advice.
First aid instructions:
IF INHALED: If symptoms occur call a POISON CENTRE or a doctor.
IF SWALLOWED: If symptoms occur call a POISON CENTRE or a doctor.
IF ON SKIN: Wash skin with water. If symptoms occur call a POISON CENTRE or a doctor.
IF IN EYES: If symptoms occur rinse with water. Remove contact lenses, if present and easy to do. Call a POISON CENTRE or a doctor.
Emergency measures to protect the environment: products must not enter the sewer system or come into contact with surface water or ground water.
5.4. Instructions for safe disposal of the product and its packaging
Dispose in a safe manner in accordance with local/national regulations. Dispose of contents and container to hazardous or special waste collection point. Avoid release to the environment.
5.5. Conditions of storage and shelf-life of the product under normal conditions of storage
Protect from frost. Store in a cool, dry place, away from direct sunlight.
Keep out of reach of children and non-target animals and pets.
