COUNCIL IMPLEMENTING REGULATION (EU) 2025/389
of 24 February 2025
implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (1), and in particular Article 14(1) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 17 March 2014, the Council adopted Regulation (EU) No 269/2014. |

In its conclusions of 19 December 2024, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions. |

In view of the gravity of the situation, it is appropriate to adopt further restrictive measures. |

In particular, the Council considers that 48 persons and 35 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014. |

Regulation (EU) No 269/2014 should therefore be amended accordingly, |
HAS ADOPTED THIS REGULATION:
Article 1
Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

The company’s products have been actively deployed in various military operations, including Russia’s war of aggression against Ukraine, where several systems such as the BMP-3 infantry fighting vehicles and Pantsir-S1 surface-to-air missile systems were reported to have been destroyed. Evgenii Dronov is therefore supporting actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. |

She is the founder of the K2 communications agency which runs social media and information campaigns for clients, predominantly clients controlled by the Russian Government, for which she disseminates misinformation on the war in Ukraine and delegitimises Ukraine’s territorial integrity and sovereignty. As co-founder of the Association of Internet Technologists she is part of the network of ANO Digital and is closely intertwined with ANO Digital’s misinformation and propaganda policy. In that role, Kristina Potupchik undertook trips to the Russian-occupied regions of Ukraine, especially Mariupol, where she publicly disseminated false information on Russian war crimes and the Ukrainian Government. Therefore, Kristina Potupchik is supporting actions which undermine the territorial integrity of Ukraine, and supports and benefits from the Government of the Russian Federation. |

Within the context of that program, China Head Aerospace Technology provided topographic data sets and further satellite services, which Rakurs made available to PHOTOMOD customers, including to the General Staff of the Armed Forces of the Russian Federation. Clients of those banks can gain access to the global financial system via Garantex, as roubles from bank accounts are exchanged into cryptocurrency and subsequently cryptocurrency is exchanged into other currencies. Therefore, by offering deposit and withdrawal services to customers of those three banks, Garantex is associated with Sberbank, T-Bank and Alfa-Bank, which are listed under Regulation (EU) No 269/2014. |

Therefore, LLC TRIMIX is supporting actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, and is supporting and benefitting from the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. |
