COMMISSION RECOMMENDATION (EU) 2024/743

of 23 February 2024

with regard to progress under Regulation (EU) 2018/842 in the draft updated integrated national energy and climate plan of Czechia covering the period 2021-2030

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 292 thereof,

Having regard to Regulation (EU) 2018/1999 of the European Parliament and of the Council of 11 December 2018 on the Governance of the Energy Union and Climate Action, amending Regulations (EC) No 663/2009 and (EC) No 715/2009 of the European Parliament and of the Council, Directives 94/22/EC, 98/70/EC, 2009/31/EC, 2009/73/EC, 2010/31/EU, 2012/27/EU and 2013/30/EU of the European Parliament and of the Council, Council Directives 2009/119/EC and (EU) 2015/652 and repealing Regulation (EU) No 525/2013 of the European Parliament and of the Council (1), and in particular Article 14(6) and Article 9(2) thereof,

Whereas:

Czechia submitted its draft updated integrated national energy and climate plan (NECP) on 23 October 2023.

The Commission adopted recommendations on 18 December 2023 on the draft updated NECP of Czechia covering the period 2021-2030 and on the consistency of Czechia’s measures with the Union’s climate-neutrality objective. (2)

The Commission’s recommendations with regard to the delivery of national targets under the Effort Sharing Regulation (3) (ESR) are based on the likelihood that the Member States will respect the 2030 targets, taking into account the rules for the use of flexibilities under the ESR.

The Commission’s recommendation on the ESR is an update to the ESR recommendation provided in the aforementioned recommendation of 18 December 2023. There were discrepancies in the ESR emission projections provided in Czechia’s draft updated NECP but following clarification from Czechia on the projection figures, this recommendation replaces the Commission’s first recommendation on the ESR to Czechia.

Czechia provided the Commission with underpinning projection figures to clarify that their ESR projection scenario with existing measures (WEM) is 43,7 MtCO2eq in 2030 and with additional measures (WAM) is 43,4 MtCO2eq in 2030. The WEM projection would lead to a 32,7 % reduction and the WAM projection would lead to a 33,2 % reduction, compared to 2005 levels, which are greater reductions than Czechia’s 2030 national target of -26% set by the ESR. The emissions reductions by 2030 are measured against the 2005 emission level as set out in Commission Implementing Decision (EU) 2020/2126 of 16 December 2020. For Czechia, this number is 64,97 MtCO2 eq. in 2005,

HEREBY RECOMMENDS THAT CZECHIA TAKES ACTION TO:

Complement the information on the existing and planned policies and measures including in the transport and buildings sectors, and for non-CO2 emissions, including methane, N2O and F-gases from industrial processes and product use, agriculture and waste management, which are expected to contribute to meeting the national greenhouse gas target under the ESR. Clearly spell out their scope, timeline and, where possible, expected greenhouse gas reduction impact, including for measures in Union funding programmes such as the common agricultural policy.
