COMMISSION IMPLEMENTING DECISION (EU) 2026/1481

of 2 July 2026

designating a Union testing facility for textiles in accordance with Regulation (EU) 2019/1020 of the European Parliament and of the Council

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/1020 of the European Parliament and of the Council of 20 June 2019 on market surveillance and compliance of products and amending Directive 2004/42/EC and Regulations (EC) No 765/2008 and (EU) No 305/2011 (1), and in particular Article 21(2) thereof,

Whereas:

Article 1(1) of Commission Implementing Regulation (EU) 2022/1267 (2) provides that public testing facilities of Member States are to be designated as Union testing facilities following a call for expression of interest.

(2)

The Commission launched the call for expression of interest N° CFEI/GRO/IMA/2025-2026 for two categories: machinery and textiles.

(3)

DG General Chemical State Laboratory (GCSL), which is a service within the Independent Authority for Public Revenue of Greece, applied in the context of the call for expression of interest N° CFEI/GRO/IMA/2025-2026 for the selection as Union testing facility for textiles.

(4)

An evaluation was carried out pursuant to the applicable rules and the conditions set out in the call for expression of interest.

(5)

Based on the results of the evaluation, GCSL should be designated as a Union testing facility for textiles.

(6)

Pursuant to Article 21(5) of Regulation (EU) 2019/1020, designated Union testing facilities are to provide their services solely to market surveillance authorities, the Union Product Compliance Network, the Commission and other government or intergovernmental entities. Union testing facilities are to perform, within the area of their competence, the activities listed in Article 21(6) of that Regulation.

In accordance with Article 2 of Implementing Regulation (EU) 2022/1267, the designation of a Union testing facility is to be reviewed on a regular basis and the time limit for that review is to be set out in the decision to designate the testing facility,

HAS ADOPTED THIS DECISION:

Article 1

Union testing facility for the category of textiles

The Independent Authority for Public Revenue, Directorate-General for the General Chemical State Laboratory, 16 Anastasiou Tsocha, 115 21, Athens, Greece, is hereby designated as a Union testing facility for textiles.

Article 2

Review of the designation

The designation as a Union testing facility referred to in Article 1 of this Decision shall be reviewed in accordance with Article 2 of Implementing Regulation (EU) 2022/1267 by 23 July 2031, and every five years thereafter.

Article 3

Entry into force

This Decision shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
