COUNCIL IMPLEMENTING DECISION (CFSP) 2025/2038

of 23 October 2025

implementing Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 31(2) thereof,

Having regard to Council Decision 2012/642/CFSP of 15 October 2012 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine (1), and in particular Article 6(1) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 15 October 2012, the Council adopted Decision 2012/642/CFSP.

(2)

In view of the gravity of the situation in Belarus, two natural persons and three legal persons should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Decision 2012/642/CFSP.

(3)

Decision 2012/642/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Annex I to Decision 2012/642/CFSP is amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

Ilya Ikan is the Chairman of the Belarusian State Concern for Oil and Chemistry (Belneftekhim).

Belneftekhim is one of the largest industrial complexes of the Republic of Belarus and consists of multiple other state-owned companies established in 1997. Aliaksandr Lukashenka considers Belneftekhim to be one of the most important and strategic concerns in Belarus.

In particular, Belneftekhim represents a fundamental asset for the Belarusian economy and foreign policy, in particular in relation to the cooperation between Russia and Belarus in developing a common oil market. Regular consultations are held between the concern and President Lukashenka. Belneftekhim benefits from the support provided by the Lukashenka regime, especially with regard to the effects of sanctions. Therefore, Belneftekhim is benefitting from and supporting the Lukashenka regime.

By acting as the Chairman of Belneftekhim, Ilya Ikan is benefitting from and supporting the Lukashenka regime.

The company develops and produces special and dual-use goods, for example video-viewing devices for armoured vehicles. ICT Horizont collaborates with the Ministry of Defence of the Republic of Belarus in creating and modernising models of range equipment in accordance with the requirements for the training of formations and military units of the Armed Forces.

In addition, ICT Horizont takes part in the Union State (Russia and Belarus) scientific-technical programme “Intelavto”. The programme was approved by the Council of Ministers of the Republic of Belarus.

Therefore, Yuri Predko is associated with entities forming part of the military-industrial complex of Belarus by being involved in the development of military technology and equipment.
