COUNCIL IMPLEMENTING DECISION (CFSP) 2025/1461

of 18 July 2025

implementing Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 31(2) thereof,

Having regard to Council Decision 2012/642/CFSP of 15 October 2012 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine (1), and in particular Article 6(1) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 15 October 2012, the Council adopted Decision 2012/642/CFSP.

(2)

In view of the gravity of the situation, eight entities should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Decision 2012/642/CFSP.

In addition, it is appropriate to add a new entity to the list of natural and legal persons, entities and bodies set out in Annex II to Decision 2012/642/CFSP, which is the list of persons, entities and bodies subject to restrictions with regard to authorisations for the sale, supply, transfer or export of dual-use goods and technology, and goods and technology which might contribute to Belarus’s military and technological enhancement, or to the development of its defence and security sector.

Annexes I and II to Decision 2012/642/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Annexes I and II to Decision 2012/642/CFSP are hereby amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union, with the exception of the amendments to Annex II to Decision 2012/642/CFSP, which shall enter into force on the day following that of the publication of this Decision in the Official Journal of the European Union.

The company is part of a Belarus-Russia import-substitution program and is receiving US$15 000 000 in funding backed by Russian state financial support, to expand gear-processing machine production.

Additionally, JSC Vistan has received Russian government funding for the development of strategic aviation projects, indicating its contribution to the Russian military-industrial complex. Therefore, JSC Vistan forms a part of the Belarusian military and industrial complex and contributes to the military and technological improvement of Belarus, and the development of its defence and security sector.
