COMMISSION IMPLEMENTING DECISION (EU) 2025/1216
of 26 June 2025
amending Implementing Decision (EU) 2023/1055 as regards the division and distribution of tokens under GOVSATCOM
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2021/696 of the European Parliament and of the Council of 28 April 2021 establishing the Union Space Programme and the European Union Agency for the Space Programme and repealing Regulations (EU) No 912/2010, (EU) No 1285/2013 and (EU) No 377/2014 and Decision No 541/2014/EU (1), and particularly Article 66(2) thereof,
Whereas:
(1) |
The GOVSATCOM hub is an essential part of the GOVSATCOM system. Its services are to support the management of the GOVSATCOM system, notably as regards the selection, the booking, the establishment, the provision of GOVSATCOM services and as regards the allocation and the deallocation of resources as established in Article 2 of Commission Implementing Decision (EU) 2023/1055 (2). To improve the effectiveness of the system, it is important that the participants can buy additional tokens directly through the GOVSATCOM hub. |
(2) |
The process for the donation and transfer of tokens should be streamlined to facilitate operational implementation. |
(3) |
Given the role of the Commission, in supervising the GOVSATCOM component of the Space Programme established under Regulation (EU) 2021/696, any additional purchase of tokens by a participant or donation of tokens between participants should be notified to the Commission by the GOVSATCOM Hub. |
(4) |
To accommodate the initial configuration of GOVSATCOM and to ensure that GOVSATCOM provides services as soon as possible, the mechanism to distribute tokens and allocate resources for the first pool programmatic term (PPT) should allow for short deadlines and be made more flexible. |
(5) |
To optimise the allocation of resources and avoid wasting unused tokens, the Commission should regularly review the token distribution. To that end, the participants should inform the Commission of their needs and readiness to donate unused tokens and the Commission should distribute the tokens as necessary. |
(6) |
Implementing Decision (EU) 2023/1055 should therefore be amended accordingly. |
(7) |
This Decision should enter into force on the day following that of its publication in the Official Journal of the European Union in order to start implementing GOVSATCOM as soon as possible to address the situation of emergency arising from the evolution of the geopolitical situation. |
(8) |
The measures provided for in this Decision are in accordance with the opinion of the Programme committee established under Article 107 of the Regulation (EU) 2021/696, |
HAS ADOPTED THIS DECISION:
Article 1
Implementing Decision (EU) 2023/1055 is amended as follows:

The GOVSATCOM hub shall notify the Commission of the purchase of additional tokens by a participant. (5) A participant may donate tokens from its account to another participant only with the agreement of the participant receiving the tokens. Once the agreement between the donating and the receiving participants has been reached, the donating participant shall request the transfer of tokens to the GOVSATCOM hub. The GOVSATCOM hub shall perform the transfer in the receiving participants’ accounts. The GOVSATCOM hub shall notify the Commission of the transfer once the transfer has taken place. Tokens shall be transferred from the same part of the donating participant’s account (the dynamic allocation pre-paid or dynamic allocation on-demand part) to the same part of the receiving participant’s account.’ |

The Commission shall notify the GOVSATCOM hub of the tokens available for each participant. (2) If a Member State or a country participating in GOVSATCOM has not nominated its CGA 12 months after the starting date of the first PPT, its tokens shall be distributed among the Member States and countries participating in GOVSATCOM, which have nominated their CGA, on a pro rata basis.’ |
6. |

The donating participants shall provide their feedback within two weeks of receiving the distribution plan. Within two weeks of receiving that feedback, the Commission shall notify the distribution plan to donating and receiving participants. The Commission shall notify the GOVSATCOM hub of the distribution plan without delay. The GOVSATCOM hub shall distribute the tokens according to the distribution plan. 2. The process referred to in paragraph 1 shall be without prejudice to the purchase of tokens referred to in Article 4(4) and the donation of tokens referred to in Article 4(5).’ |
