Gubarev was responsible for recruiting people for armed forces of separatists.

Responsible for taking over the regional government building in Donetsk with pro-Russian forces and proclaimed himself the “People’s governor”.

Despite being arrested for threatening the territorial integrity of Ukraine, and subsequently released, he has continued to play a prominent role in separatist activities, thus undermining the territorial integrity, sovereignty and independence of Ukraine.

According to his own statement, he fought in the Russian Armed Forces near Kyiv in March 2022.

In October 2022 he stated that “Ukrainians are Russian people” and has continued to spread Russian propaganda promoting the war of aggression against Ukraine.

According to Gubarev’s social media posts, he joined the Russian troops periodically in 2022 and 2024 to fight on the front line as a rifleman.

Oleksandr Yanukovych acquired Russian citizenship and his MAKO Holding company was officially transferred to Russian jurisdiction and is now registered in Donetsk. Prior to the transition to Russian jurisdiction, the MAKO group of companies was de jure under Ukrainian jurisdiction.

Therefore, Oleksandr Yanukovych is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine and he conducted transactions with the separatist groups in the Donbas region of Ukraine.

Irrespective of the purported sale of TMK and Group Sinara, he still has ongoing links with those companies and has seen his financial worth increase considerably in the last two years.

Because of his family relationship to Dmitry Pumpyanskiy, Alexander Pumpyansky served on the Board of Directors of PJSC Pipe Metallurgical Company and Group Sinara.

Alexander and Dmitry Pumpyansky own significant assets in common through their ultimate beneficial ownership of, and positions of responsibility within, the holding company Furdberg Holding Limited. Alexander Pumpyanskiy continues to share common interests with Dmitry Pumpyanskiy, as shown in particular by his signatory rights over several bank accounts held by Dmitry Pumpyanskiy.

In anticipation of being included in the Annex to Decision 2014/145/CFSP, Alexander and Dmitry Pumpyansky coordinated their responses by simultaneously resigning their positions in PJSC Pipe Metallurgical Company and Group Sinara. Because of his relationship to his father, Alexander Pumpyansky derived significant financial benefit from those companies on that occasion. Given the scale of the benefits received, Alexander continues to benefit from the sums received from Group Sinara.

Alexander and Dmitry Pumpyansky further coordinated their responses to the Union’s restrictive measures by ceding nominal control of assets previously owned by Furdberg Holding Limited to closely associated persons.

Alexander Pumpyansky is therefore an immediate family member benefitting from his father, Dmitry Pumpyansky, a leading businessperson operating in Russia and involved in economic sectors providing a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. Alexander and Dmitry Pumpyansky continue to coordinate their responses to Union restrictive measures and the management of the assets they hold in common.

Andrey Melnichenko continues to benefit from the wealth he transferred to his wife. His wealth has increased very considerably in recent years.

Andrey Melnichenko belongs to the most influential circle of Russian businesspersons with close connections to the Russian government, as is evident from his involvement with the Russian Union of Industrialists and Entrepreneurs, where he holds the position of member of the Bureau of the Board and is the Chairman of the Committee on Climate Policy and Carbon Regulation. On 24 February 2022, in the aftermath of the initial stages of Russia’s war of aggression against Ukraine, Andrey Melnichenko, along with 36 other businesspersons, met with the President of the Russian Federation, Vladimir Putin, and other members of the Russian government to discuss the impact of the course of action in the wake of Western sanctions, thus exemplifying his importance as a leading businessperson in Russia. Moreover, he was among the leading Russian businesspersons who participated in the congress of the Russian Union of Industrialists and Entrepreneurs in March 2023, where the President of the Russian Federation, Vladimir Putin, gave a speech and urged billionaires to put “patriotism before profit”. In April 2024, Melnichenko also participated in the congress of the Russian Union of Industrialists and Entrepreneurs, where the President of the Russian Federation, Vladimir Putin, gave a speech, discussing the cooperation between the Russian state and leading companies of the country.

Those elements show that Andrey Melnichenko is a leading businessperson as well as a businessperson involved in economic sectors providing a substantial source of revenue to the Government of Russia, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.

The insurance company AlfaStrakhovanie, which is part of Alfa Group Consortium, provides insurance to the vehicles of the Federal Service of the National Guard of the Russian Federation (Rosgvardia), whose units operate in the occupied regions of Ukraine under Russian control, as well as the bodyguard vehicles of the President of the Russian Federation, Vladimir Putin. AlfaStrakhovanie has also provided insurance to companies such as the JSC Kalashnikov Concern and the Central Scientific-Research Institute for Precision Machine Engineering (TsNIITochMash), whose weapons are widely used by the Russian military in Ukraine, including during the atrocities in Bucha. Furthermore, X5 Retail Group, another company of Alfa Group Consortium, cooperates with JSC Voentorg, an entity subject to restrictive measures which provides catering and laundry services, as well as military uniforms, to the armed forces of the Russian Federation and whose subsidiary sells T-shirts bearing the “Z” military symbol used by Russian propagandists to promote Russia’s war of aggression against Ukraine.
