COUNCIL DECISION (CFSP) 2026/696

of 14 March 2026

amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1)

On 17 March 2014, the Council adopted Decision 2014/145/CFSP (1).

(2)

On 12 September 2025, the Council adopted Decision (CFSP) 2025/1895 (2), thereby renewing the measures provided for in Decision 2014/145/CFSP for a further six months.

(3)

In its Resolution ES-11/7, adopted on 24 February 2025, the United Nations General Assembly recalled the need for full implementation of its relevant resolutions adopted in response to the aggression against Ukraine, in particular its demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognised borders, and its demand for an immediate cessation of the hostilities by the Russian Federation against Ukraine, in particular of any attacks against civilians and civilian objects.

(4)

As long as the illegal actions by the Russian Federation continue to violate fundamental rules of international law, including, in particular, the prohibition on the use of force enshrined in Article 2(4) of the Charter of the United Nations, or of international humanitarian law, it is appropriate to maintain in force all the measures imposed by the Union and to take additional measures, if necessary. Therefore, Decision 2014/145/CFSP should be renewed for a further six months.

On the basis of a review by the Council concerning the individual designations set out in the Annex to Decision 2014/145/CFSP, the information concerning 132 individuals and 77 entities should be updated. Additionally, the entries for five deceased persons and two other persons should be deleted from that Annex.

(6)

Decision 2014/145/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Decision 2014/145/CFSP is amended as follows:

(1)

in Article 6, the second paragraph is replaced by the following:

‘This Decision shall apply until 15 September 2026.’

(2)

the Annex is amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union.

One of the self-described leaders of the so-called “People’s Republic of Donetsk”. He requested Russian intervention in eastern Ukraine, including through the deployment of Russian peacekeeping forces. He was associated with Igor Strelkov/Girkin who is responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine. Gubarev was responsible for recruiting people for armed forces of separatists.

Responsible for taking over the regional government building in Donetsk with pro-Russian forces and proclaimed himself the “People’s governor”.

Despite being arrested for threatening the territorial integrity of Ukraine, and subsequently released, he has continued to play a prominent role in separatist activities, thus undermining the territorial integrity, sovereignty and independence of Ukraine.

According to his own statement, he fought in the Russian Armed Forces near Kyiv in March 2022.

In October 2022 he stated that “Ukrainians are Russian people” and has continued to spread Russian propaganda promoting the war of aggression against Ukraine.

According to Gubarev’s social media posts, he joined the Russian troops periodically in 2022 and 2024 to fight on the front line as a rifleman.

In September 2014, Savchenko was elected to the State Council of the so-called “Republic of Crimea”. She has defended the illegal annexation of Crimea and Sevastopol on numerous occasions in public statements, including interviews published on the c-pravda.ru website on 2 April 2016 and 20 August 2016. She has been awarded with the Russian State order “For duties to the motherland” – II degree in 2014 and with the order “For loyalty to duty” by the “authorities” of the “Republic of Crimea” in 2015.

She is Commissioner for Children’s Rights in the “Republic of Crimea” since October 2024.

Remains active in supporting separatist actions and policies.

Oleksandr Yanukovych is a businessperson and the son of former President of Ukraine Viktor Yanukovych. During the presidency of Viktor Yanukovych and thanks to the personal connection with a group of persons close to his father, he assembled an array of business interests and accumulated a great fortune. He still runs his business activities in the Donbass region controlled by the separatist groups, especially in the energy, coal, construction, banking and real estate sectors. In particular, thanks to close ties with the pro-Russian separatists, he acquired key economic assets in the so-called “Donetsk and Luhansk People’s Republics”, inter alia in the energy, coal and real-estate sectors. The separatist OPLOT battalion (listed since February 2015) protected his real-estate development projects in the so-called “Donetsk People’s Republic”.

Oleksandr Yanukovych acquired Russian citizenship and his MAKO Holding company was officially transferred to Russian jurisdiction and is now registered in Donetsk. Prior to the transition to Russian jurisdiction, the MAKO group of companies was de jure under Ukrainian jurisdiction.

Therefore, Oleksandr Yanukovych is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine and he conducted transactions with the separatist groups in the Donbas region of Ukraine.

Furthermore, he is associated with his father Viktor Yanukovych, who is responsible for, supporting or implementing actions or policies which threaten the territorial integrity, sovereignty and independence of Ukraine, as well as the state’s stability and security.

Alexander Pumpyansky is the son of Dmitry Pumpyansky. Dmitry Pumpyansky is the former Chairman of the board of directors of TMK PAO and the former President and a former board member of Group Sinara. In those capacities, he supported and benefitted from cooperation with authorities of the Russian Federation and state-owned enterprises, including Russian railways, Gazprom and Rosneft. Irrespective of the purported sale of TMK and Group Sinara, he still has ongoing links with those companies and has seen his financial worth increase considerably in the last two years.
