COUNCIL DECISION (CFSP) 2026/1885

of 30 July 2026

amending Decision 2010/413/CFSP concerning restrictive measures against Iran

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 26 July 2010, the Council adopted Decision 2010/413/CFSP (1).

(2)

On 29 September 2025, following the reimposition of the United Nations restrictive measures on Iran and in line with United Nations Security Council Resolution 2231 (2015), the Council adopted Decision (CFSP) 2025/1972 (2), which amended Decision 2010/413/CFSP to reimpose all Union autonomous restrictive measures on Iran that had been suspended or terminated under the Joint Comprehensive Plan of Action.

In view of the persisting concerns, the Council has decided to add one person and one entity to the list of persons and entities listed in Annex II to Decision 2010/413/CFSP.

(4)

Decision 2010/413/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Annex II to Decision 2010/413/CFSP is amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

Through a network of companies, Ali Ansari uses foreign banking channels to transfer funds abroad. Those funds originate in part from Iranian oil sales. The Iranian oil sector constitutes a significant source of funding for Iran’s military and the Islamic Revolutionary Guard Corps (IRGC).

In addition, through a network of companies, Ali Ansari acquires substantial assets, including real estate in the EU and in the UK, on behalf of persons connected to the Iranian leadership, including the Supreme Leader Mojtaba Khamenei.

Therefore, Ali Ansari provides support to the Government of Iran.

The MAPNA Group is a key player in the Iranian energy, oil and gas sector. It is owned or controlled by the EU-listed Ministry of Energy of Iran (MOE).

In cooperation with State actors and State-owned entities, such as the Ministry of Petroleum and the National Iranian Oil Company, the MAPNA Group is involved in the exploration of gas and oil fields and therefore contributes to Iran’s oil revenues. A significant part of those revenues is allocated to the armed forces, including the Islamic Revolutionary Guard Corps (IRGC), and to the Organisation of Defensive Innovation and Research (SPND).

Therefore, the MAPNA Group provides support to the Government of Iran. In addition, the MAPNA Group is providing support for Iran’s proliferation-sensitive nuclear activities.
