On 24 April 2023, the Council adopted Decision (CFSP) 2023/855 (1), which established a European Union Partnership Mission in Moldova (EUPM Moldova) for a period of two years from the launch of the Mission.

On 22 May 2023, the Council adopted Decision (CFSP) 2023/993 (2) which launched EUPM Moldova and gave the mission a financial reference amount for the period from 24 April 2023 until 21 May 2025.

In the context of the Strategic Review of EUPM Moldova, the Political and Security Committee (PSC) agreed that EUPM Moldova should be extended until 31 May 2027. Furthermore, the PSC agreed that EUPM Moldova should increase the provision of strategic advice to the Moldovan authorities in the security sector and that its Project Cell should focus on projects in line with the strategic advice provided by EUPM Moldova under its mandate.

Decision (CFSP) 2023/855 should therefore be amended accordingly.

EUPM Moldova will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty,
