COUNCIL DECISION (CFSP) 2025/1341
of 8 July 2025
amending Decision (CFSP) 2016/610 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 19 April 2016, the Council adopted Decision (CFSP) 2016/610 (1), which established a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) with a mandate until 19 September 2018. |

On 6 September 2024, the Council adopted Decision (CFSP) 2024/2396 (2) which extended EUTM RCA until 19 September 2025. |

(3) |
On 30 April 2025, in the context of the Strategic Review of EUTM RCA, the Political and Security Committee agreed that the mandate of EUTM RCA should be extended until 19 September 2026 and that a Strategic Review in early 2026 should present options for the future of the Mission. |

Decision (CFSP) 2016/610 should be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
Decision (CFSP) 2016/610 is amended as follows:

In Article 10, the following paragraph is added: ‘8. The financial reference amount for the common costs of EUTM RCA for the period from 20 September 2025 until 19 September 2026 shall be EUR 11 400 000. The percentage of the reference amount referred to in Article 51(2) of Decision (CFSP) 2021/509 shall be 0 % in commitments and 0 % for payments.’ |

in Article 13, paragraph 2 is replaced by the following: ‘2. Subject to a Strategic Review to be conducted in early 2026, the mandate of EUTM RCA shall end on 19 September 2026.’. |
Article 2
This Decision shall enter into force on the date of its adoption.
