1.   Vacant post

The European Parliament, the Council and the European Commission have decided to open the procedure for filling the post of Director of the Authority for European Political Parties and European Political Foundations (hereinafter ‘the Authority’), in accordance with Article 8(3) of Regulation (EU, Euratom) 2025/2445 of the European Parliament and of the Council (1) (hereinafter ‘the Regulation’).

This selection procedure will be conducted with the administrative support of the European Parliament.

Recruitment will be at grade AD 12. In addition to the basic salary, which is subject to a tax for the benefit of the Union and exempt from national tax, certain allowances may be payable in circumstances laid down in the Conditions of Employment of Other Servants of the European Union (CEOS) (2).

Pursuant to Article 8(3) of the Regulation, the Director of the Authority shall be appointed by the European Parliament, the Council and the European Commission by common accord for a 5-year non-renewable term under the terms applicable to temporary staff as referred to in Article 2(a) of the CEOS.

The post calls for flexibility and involves frequent contact with people inside and outside the institutions. The Director of the Authority will be required to travel frequently between institutions’ places of work and elsewhere.

2.   Place of employment

The successful candidate will be recruited in Brussels.

4.   Job description

The Director of the Authority is responsible for the tasks set out in the Regulation, in particular the registering, controlling and imposing of sanctions on European political parties and European political foundations. The Authority shall be represented by its Director who shall take all decisions of the Authority on its behalf. To this end, he or she shall fulfil the duties provided for and exercise the powers granted by the Regulation.

In particular, the tasks of the Director of the Authority are as follows:

represent the Authority for European Political Parties and European Political Foundations,

cooperate with the European institutions, the Authorising Officer of the European Parliament and the Member States to ensure the control and respect, by the European political parties and foundations, of the obligations set up by the Regulation,

establish the draft budgetary plan of the Authority (definition of objectives and strategies) and evaluation of the provisions of services to guarantee their quality. The Director shall act as authorising officer by delegation,

exercise the powers conferred on the appointing authority by the Staff Regulations of Officials of the European Union and the powers conferred on the authority empowered to conclude contracts of employment of other servants by the CEOS (‘the appointing authority’s powers’),

manage the Register of European political parties and foundations,

take decisions on registration of European political parties and European political foundations in accordance with the provisions laid down in the Regulation,

take decisions on the de-registration of European political parties and European political foundations in accordance with the procedures and conditions laid down in the Regulation,

verify that the registration conditions laid down in the Regulation continue to be complied with by the registered European political parties and European political foundations,

take decisions on the sanctioning of European political parties and European political foundations in accordance with the provisions laid down in the Regulation,

submit an annual report to the European Parliament, the Council and the Commission on the activities of the Authority,

fulfil the transparency and data protection obligations provided for in the Regulation.

The appointing authority may assign other tasks to the Director of the Authority, provided that these are not incompatible with the workload resulting from their duties as Director of the Authority and are not liable to create a conflict of interest or to jeopardise their full independence.

5.   Eligibility criteria

The selection procedure is open to candidates who meet the following conditions on the closing date for applications:

(a)   General conditions

Under Article 12(2) of the CEOS, candidates must:

be a national of one of the European Union’s Member States,

enjoy full rights as a citizen,

have fulfilled any obligations imposed on them by the laws on military service,

produce the appropriate character references as to their suitability for the performance of the duties concerned.

(b)   Specific conditions

(i)   Qualifications and professional experience required

a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is 4 years or more,

or

a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year, when the normal period of education is at least 3 years,

at least 15 years of relevant professional experience gained after obtaining the qualifications referred to above, of which at least 3 in a position with management or equivalent coordination responsibilities.

Diplomas, whether issued in a Member State of the Union or in another country, must be recognised by an official body of a Member State of the Union, such as the ministry of education.

Candidates holding diplomas issued in a non-EU country must enclose with their application an EU equivalence for their diplomas. For further information on recognition of qualifications obtained in a non-EU country in the ENIC-NARIC networks, see: https://www.enic-naric.net/.

(ii)   Knowledge of languages

Excellent knowledge of one official language of the European Union (3) and satisfactory knowledge of at least one other is required.

(iii)   Conflict of interest and independence

Candidates may not be a Member of the European Parliament, hold any electoral mandate or be a current or former employee of a European political party or a European political foundation. The candidate selected shall ensure that they do not have a conflict of interest between their duties as Director of the Authority and any other official duties, in relation to the application of the provisions of the Regulation.

The Director of the Authority shall be independent in the performance of their duties. When acting on behalf of the Authority, they shall neither seek nor take instructions from any institution or government or from any other body, office or agency. The Director of the Authority shall refrain from any act which is incompatible with the nature of their duties.

Before taking up their duties, the Director will be required to make a declaration of commitment to act independently in the public interest and to declare any interests which might be considered prejudicial to their independence.

6.   Selection criteria

excellent analytical and judgment skills,

excellent knowledge of the regulatory and financial framework of European political parties and European political foundations,

very good knowledge of the Financial Regulation,

very good knowledge of the European Union institutional framework,

very good knowledge of English or French in view of the requirements on internal and interinstitutional communication,

ability to develop and communicate a vision, to think in global terms of systems and processes, and to propose concrete recommendations and practicable solutions,

ability, including through leadership skills, to manage a staff and a budget, as well as a diverse community of stakeholders,

ability to act with independence,

experience in communication and networking, to represent the Authority for European Political Parties and European Political Foundations including at the highest levels and to develop and maintain effective relationships with stakeholders in other European Union institutions, and Member States,

confirmed experience in management of human and budgetary resources in a European institution, body, office or agency, or any other public or private organisation having regular interaction with the EU is considered an asset.

7.   Selection procedure

The Selection Committee consists of the Secretaries-General of the European Parliament, the Council and the European Commission and is chaired by the Secretary-General of the European Parliament. The Selection Committee establishes an administrative pre-selection panel composed of one representative of each of the three institutions which assists the Selection Committee in assessing all written applications against the relevant eligibility criteria, in identifying those candidates whose profile best matches the selection criteria and in establishing a shortlist of the most suitable candidates.

Based on the pre-selection, the Selection Committee draws up a list of candidates who shall be invited for an interview.

Following the pre-selection procedure and the interviews, the Selection Committee proposes to the three institutions a candidate for appointment as Director of the Authority.

8.   Applications

The date and time of dispatch of the email will be taken to be the date and time of submission of the application.

Candidates must ensure that scanned documents are legible.

Candidates called for interview must produce by the interview date copies or photocopies of supporting documents relating to their studies, professional experience and current responsibilities. These documents will not be returned.

9.   Protection of personal data

Personal data, processed for the purposes of this selection procedure, will be handled in accordance with Regulation (EU) 2018/1725 of the European Parliament and of the Council (5), in particular as regards their confidentiality and security.

Data Protection Notice

Management of the selection procedure and appointment of the director of the Authority for European Political Parties and European Political Foundations

Regulation (EU) 2018/1725 applies to the processing of personal data carried out by the European Parliament, the Council and the European Commission.

1.   

Who is the controller of your personal data?

With regard to the processing of personal data for the purposes of the appointment of the director of the Authority, the European Parliament, the Council and the Commission act as separate controllers.

The European Parliament is acting as the controller (1) for the management of the overall procedure. What is the purpose of the processing of your personal data?

Your personal data will be processed in order to manage the procedure of selection and appointment of the director of the Authority for European Political Parties and European Political Foundations as described in the Recruitment notice EUPP/3/S.

What is the legal basis for the processing?

The legal basis for the processing is:

Article 8.3 of Regulation (EU, Euratom) 2025/2445.

Article 5.1.(a) and (b) of Regulation (EU) 2018/1725.

4.   

What personal data is processed?

We process the following data:

Identification of the candidate: Name, first name, gender, date of birth, address, place of birth, citizenship, languages, telephone number or communication data, CV and a personal statement.

Evaluation of candidates’ application files during the pre-selection phase.

Evaluation of personal aspects of the candidates in case of interviews.

Data concerning career, recruitment and contracts.

For external candidates only, and in case of reimbursement of travel for interview: Supporting documents concerning travel and accommodation, bank account and/or other financial data.

In the case of candidates invited to interview, all data concerning the performance of the candidates during the interviews is included in the report of the Secretaries-General (European Parliament – Council – Commission).

The Decision of the European Parliament, the Council and the Commission appointing the Director, as well as the individual appointment decisions of each of the three institutions will contain personal data (name and grade) of the selected candidate.

After appointment, only relevant personal data are transferred to the Staff Recruitment Unit of the European Parliament.

5.   

How will your personal data be processed?

Following an open call, candidates apply and send their application containing their personal data to the Talent Selection and Outreach Unit of the European Parliament (‘TSOU’), by email (to the service mailbox PERS-Director-APPF@europarl.europa.eu). Applications are processed by the unit and transferred to a selection committee composed of the Secretary-General of the European Parliament, the Secretary-General of the Council and the Secretary-General of the Commission. The selection committee is assisted by an administrative pre-selection panel composed of one representative of each of the three institutions.

The European Commission and the Council will handle the appointment procedure in line with their internal rules with a view to adopt their individual appointment decision.

Based on proposals made by the selection committee, the Director of the Authority shall be appointed by the European Parliament, the Council and the Commission (jointly referred to as the ‘Appointing Authority’) by common accord.

6.   

For how long will your personal data be stored?

European Parliament:

Your personal data is stored: (a) in a SharePoint folder accessible to limited staff of the TSOU for the duration necessary to take a decision; (b) in the Unit: in both paper and electronic files: for the duration decided by the Secretary-General of the European Parliament -discharge + 5 years for budgetary documents and 3 years for other documents; (c) the above durations are extended for the time necessary in case of litigation.

European Commission and Council:

No independent storage : The European Commission and the Council do not retain any personal data beyond the appointment phase, except for the name and grade of the appointed candidate, which will be published as part of the final appointment decision in accordance with Article 8(3) of Regulation (EU, Euratom) 2025/2445 and as part of the individual appointment decisions of each of the three institutions. All other personal data of candidates will be deleted after the final appointment decision, unless a legal obligation requires otherwise.

7.   

Who are the recipients of your personal data?

The recipients of your personal data are:

the Secretary-General of the European Parliament, the Secretary-General of the Council and the Secretary-General of the Commission as members of the selection committee,

the members of the pre-selection panel,

DG for Translation and Clear Language of the European Parliament, for the translation of CVs and personal statements,

DG Finance of the European Parliament, in relation with documents for the processing of payments of European Parliament contributions towards travel and accommodation expenses,

the Staff Recruitment Unit of the European Parliament for recruitment after the Decision by the Appointing Authority,

the Internal Audit Unit of the European Parliament, on request in case of audit,

the Legal Service of the European Parliament, on request in case of complaint,

the European Ombudsman, on request in case of complaint,

the European Court of Auditors, on request in case of audit,

the Court of Justice of the European Union, on request in case of appeal,

staff of the European Commission and the Council involved in handling of the appointment procedure,

general public, upon publication of the Decision of the European Parliament, the Council and the Commission appointing the Director.

Will your personal data be shared with a non-EU country or international organisation ?

No, your personal data will not be shared with a non-EU country or international organisation.

Are any automated processes (2) and/or profiling (3) used to make decisions which could affect you?

No.

The source of your personal data is HRM Portal (Streamline) of the European Parliament for internal candidates only.
