1. Resumption of the session
The session adjourned on Thursday 13 March 2025 was resumed.
2. Opening of the sitting
The sitting opened at 17:02.
3. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
4. Composition of Parliament
Maximilian Krah had been elected to the German Parliament as of 25 March 2025.
Parliament took note and, in accordance with Article 7(2) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, in accordance with Rule 3(2), second subparagraph, and Rule 4(1), the seat would fall vacant with effect from 25 March 2025.
5. Penalties
Pursuant to Rules 10 et 183 and taking account the observations of the Member concerned, the President had decided to impose a penalty on Grzegorz Braun for interrupting the minute of silence in memory of the victims of the Holocaust during Parliament's solemn session of 29 January 2025 and for his improper behaviour during the ceremony, which inflicted severe damage on the dignity and reputation of Parliament. The President had also taken account of the recurrent nature of his disrespect of the standards of conduct.
This penalty consisted, primarily, of the forfeiture of his entitlement to the daily subsistence allowance for a period of 30 days, as well as a temporary suspension from participation in all the activities of Parliament for a period of 30 days on which Parliament meets in plenary, starting from 10 March 2025, without prejudice to his right to vote in plenary, and subject to strict compliance with the Members' standards of conduct. In addition, the penalty consisted of his suspension from participation in the next Parliament solemn session dedicated to the International Holocaust Remembrance Day scheduled in January 2026.
The Member concerned had been notified of these decisions and had not lodged an internal appeal with the Bureau pursuant to Rule 184. The penalty was therefore final.
Following the conclusions of the Advisory Committee on the Conduct of Members and taking account of the observations of the Member concerned, the President had decided to impose a penalty on Alvise Pérez, in accordance with Rule 183, for having breached the transparency obligations set out in Article 4 of the Code of Conduct for Members of the European Parliament on integrity and transparency.
The penalty consisted of the forfeiture of his entitlement to the daily subsistence allowance for a period of two days.
The Member concerned had been notified of these decisions and had not lodged an internal appeal with the Bureau pursuant to Rule 184. The penalty was therefore final.
