The applicant claims that the Court should:

—

annul Council Decision (CFSP) 2025/931 (1) and

—

annul Council Regulation (EU) 2025/932 (2),

in so far as those acts concern the vessels Okean (IMO number 9142916) and Ostrov Russkiy (IMO number 9087714); and

—

order the defendant to pay the costs of the present proceedings.

Pleas in law and main arguments

In support of the action, the applicant relies on one plea in law, alleging that the contested acts do not meet the legal requirements of Article 4x(2)(b) of Decision 2014/512/CFSP (3) and Article 3s(2)(b) of Council Regulation No 833/2014 (4) because the vessels Okean and Ostrov Russkiy did not transport crude oil or petroleum products, as listed in Annex XIII of Decision 2014/512/CFSP and Annex XXV of Regulation No 833/2014, that originate in Russia or were exported from Russia and did not practice irregular and high-risk shipping practices as set out in the International Maritime Organisation General Assembly resolution A.1192(33).
