COUNCIL DECISION
of 10 October 2025
appointing members and alternate members of the Advisory Committee for the Coordination of Social Security Systems
(C/2025/5609)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EC) No 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems (1), and in particular Article 75 thereof,
Having regard to the lists of candidates submitted to the Council by the Member States,
Whereas:
|
(1) |
Regulation (EC) No 883/2004 established the Advisory Committee for the Coordination of Social Security Systems (the ‘Committee’). |
|
(2) |
Article 75(1) of Regulation (EC) No 883/2004 provides that the Committee is to comprise one government representative, one representative from the trade unions and one representative from the employers' organisations for each Member State, and that one alternate member is to be appointed for each of those categories, for each Member State. |
|
(3) |
Pursuant to Article 75(1) of Regulation (EC) No 883/2004, members and alternate members of the Committee are to be appointed by the Council. The Council appoints them on the basis of the lists submitted to it by the Member States. |
|
(4) |
Regulation (EC) No 883/2004 does not provide for the term of office of members and alternate members of the Committee. Therefore, in its Decision appointing members and alternate members, the Council should determine their term of office. Due to, among others, reasons of continuity and efficiency of the Committee’s work, procedural economy, and the fact that it is customary for such advisory committees to meet only once or twice a year, the duration of the term of office should be reasonably long and overly frequent new appointments of the Committee’s membership should be avoided. In view of that, it is appropriate to set the term of office of the members and alternate members of the Committee appointed by this Decision to 5 years. The term of office of members and alternate members not yet nominated by the date of adoption of this Decision, and who are appointed at a later date, should expire on the same day as the term of office of the members and alternate members appointed by this Decision. A member or alternate appointed as a replacement of a previously appointed member or alternate member should be appointed only for the remainder of the replaced member or alternate member’s term of office. |
|
(5) |
The term of all current members and alternate members of the Committee that have been appointed since the adoption of Council Decision of 21 September 2020 (2) expires on 19 October 2025. All new members and alternate members should therefore be appointed, |
HAS ADOPTED THIS DECISION:

|

Done at Luxembourg, 10 October 2025.
