Composition of the Grand Chamber and of the Intermediate Chamber

At its plenum on 22 September 2025, the General Court adopted a decision which, in accordance with Articles 15(2) and 15a(2) of the Rules of Procedure, determines how to designate the Judges composing the Grand Chamber and the Intermediate Chamber in respect of the period from 22 September 2025 to 31 August 2028. That decision rescinds and replaces the decision of 9 October 2024 on the composition of the Grand Chamber and of the Intermediate Chamber (1).
Grand Chamber
The fifteen Judges composing the Grand Chamber shall be determined as follows:

in respect of direct actions which raise exclusively issues in specific matters within the meaning of Article 25 of the Rules of Procedure, the President of the General Court, the Vice-President, the Judges of the three-judge chamber before which the case was initially brought and the two Judges which should have completed that three-judge chamber were the case to have been assigned to a five-judge chamber, two Presidents of Chambers designated on a rotational basis from among those presiding over Chambers responsible for hearing and determining cases on the same matter, and six Judges designated on a rotational basis from among the Judges of the General Court sitting in Chambers responsible for hearing and determining cases on the same matter, with the exclusion of the Presidents of Chambers, according to, alternately, the order of precedence laid down in Article 8 of the Rules of Procedure and that order in reverse; |

in respect of other direct actions, the President of the General Court, the Vice-President, the Judges of the three-judge chamber before which the case was initially brought and the two Judges which should have completed that three-judge chamber were the case to have been assigned to a five-judge chamber, two Presidents of Chambers designated on a rotational basis, and six Judges designated on a rotational basis from among all the Judges of the General Court with the exclusion of the Presidents of Chambers, according to, alternately, the order of precedence laid down in Article 8 of the Rules of Procedure and that order in reverse; |

— |
in respect of direct actions pending before two different Chambers which have been, or may be, referred to a five-judge Chamber and which raise identical or similar issues of law, the President of the General Court, the Vice-President, the Judges of the two five-judge Chambers to which the cases have been, or may be, referred, and three Presidents of Chambers designated on a rotational basis as a matter of priority from among those Judges presiding over Chambers responsible for hearing and determining cases on the same matter; |

in respect of requests for a preliminary ruling, the President of the General Court, the Vice-President, the Judges of the Chamber, sitting with five Judges, before which the case was initially brought, and the five Judges assigned to the other Chamber responsible for dealing with requests for a preliminary ruling, other than the Judge elected to perform the function of Advocate General in those cases, and three Presidents of Chambers designated on a rotational basis. |
Intermediate Chamber
The nine Judges composing the Intermediate Chamber shall be determined as follows:

in respect of direct actions which raise exclusively issues in specific matters within the meaning of Article 25 of the Rules of Procedure, the Vice-President of the General Court, the Judges of the three-judge chamber before which the case was initially brought and the two Judges which should have completed that three-judge chamber were the case to have been assigned to a five-judge chamber, one President of a Chamber designated on a rotational basis from among those presiding over Chambers responsible for hearing and determining cases on the same matter, and two Judges designated on a rotational basis from among the Judges of the General Court sitting in the other Chambers responsible for hearing and determining cases on the same matter, with the exclusion of the Presidents of Chambers, according to, alternately, the order of precedence laid down in Article 8 of the Rules of Procedure and that order in reverse; |

in respect of other direct actions, the Vice-President of the General Court, the Judges of the three-judge chamber before which the case was initially brought and the two Judges which should have completed that three-judge chamber were the case to have been assigned to a five-judge chamber, one President of a Chamber designated on a rotational basis, and two Judges designated on a rotational basis from among all the Judges of the General Court, with the exclusion of the Presidents of Chambers, according to, alternately, the order of precedence laid down in Article 8 of the Rules of Procedure and that order in reverse; |

— |
in respect of requests for a preliminary ruling, the Vice-President of the General Court, the Judges of the formation of the Chamber, sitting with five Judges, before which the case was initially brought, the President of the other Chamber responsible for dealing with requests for a preliminary ruling and two Judges forming part of the formation of that other Chamber in those cases, sitting with five Judges, according to, alternately, the order of precedence laid down in Article 8 of the Rules of Procedure and that order in reverse, on a rotational basis. |
The same rotational basis shall be used in respect of the composition of the Grand Chamber and that of the Intermediate Chamber in cases concerning, respectively:

the matters referred to in the first indent in respect of the composition of the Grand Chamber and the first indent in respect of the composition of the Intermediate Chamber; |
|
— |
the matters referred to in the second indent in respect of the composition of the Grand Chamber and the second indent in respect of the composition of the Intermediate Chamber; |
|
— |
the matters referred to in the fourth indent for the composition of the Grand Chamber and the third indent for the composition of the Intermediate Chamber. |
