Must the first subparagraph of Article 105(4) of Directive (EU) 2018/1972 (1) be interpreted as meaning
that providers of publicly available electronic communications services other than number-independent interpersonal communications services are given
the right unilaterally to change the contractual terms of the contract by operation of law and, in return, the end-user receives a special right of termination,
or does the provision assume that the provider has a right unilaterally to amend the contractual terms which already exists for other reasons, and does it merely govern the resulting special right of termination of the end-user?
