Should the rule requiring anonymity of candidates laid down in Article 82(4) of Directive 2014/24/EU, (1) in conjunction with the possibility of dialogue between the jury and the candidates in order to obtain clarification about the designs submitted, as provided for in Article 82(5) and (6), and with the reference in Article 80(1) of that directive to the provisions of Title I, be interpreted as precluding a prior hearing of the interested parties as a compulsory step in the procedure?
