The following information is brought to the attention of the person, entities and ports that appear in Annexes I and II to Council Decision (CFSP) 2023/1532 (1) as amended by Council Decision (CFSP) 2024/2894 (2) and in Annexes III and IV to Council Regulation (EU) 2023/1529 (3) as implemented by Council Implementing Regulation (EU) 2024/2896 (4) concerning restrictive measures in view of Iran’s military support of Russia’s war of aggression against Ukraine and to armed groups and entities in the Middle East and the Red Sea region.
The Council of the European Union has decided that those person, entities and ports should be included on the list of natural and legal persons, entities and bodies or on the list of ports and locks, subject to restrictive measures provided for in Decision (CFSP) 2023/1532 and in Regulation (EU) 2023/1529.
The attention of the person, entities and ports concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as indicated on the websites in Annex I to Regulation (EU) 2023/1529, in order to obtain an authorisation to use frozen funds for basic needs or specific payments (cf. Article 3a of the Regulation).
The person, entities and ports concerned may submit a request to the Council before 1 January 2025, together with supporting documentation, that the decision to include them on the above-mentioned list should be reconsidered, to the following address:

The attention of the person, entities and ports concerned is also drawn to the possibility of challenging the Council's decision before the General Court of the European Union, in accordance with the conditions laid down in Article 275, 2nd paragraph, and Article 263, 4th and 6th paragraphs, of the Treaty on the Functioning of the European Union.
