Is Article 20(3)(c) of Directive (EU) 2014/40, (1) read in conjunction with Article 7(6) of the same Directive, to be interpreted as requiring Member States to prohibit, with regard to the placing on the market of electronic cigarettes and refill containers, nicotine-containing liquid from containing additives that facilitate inhalation or nicotine uptake, as provided for in Article 7(6)(d), even if the electronic cigarette does not produce combustion or smoke?
