The following information is brought to the attention of Mr. Meddie NKALUBO, Willy NGOMA, William YAKUTUMBA, Michel RUKUNDA, Ahmad Mahmood HASSAN, Apollinaire HAKIZIMANA, persons who appear in Annex I to Council Decision 2010/788/CFSP (1), as implemented by Council Implementing Decision (CFSP) 2024/1240 (2), and in Annex I to Council Regulation (EC) No 1183/2005 (3), as implemented by Council Implementing Regulation (EU) 2024/1271 (4), concerning restrictive measures in view of the situation the Democratic Republic of the Congo.

The Council of the European Union has decided to include the six above-mentioned persons in the list of persons and entities covered by restrictive measures set out in Annex I to Decision 2010/788/CFSP and in Annex I to Regulation (EC) No 1183/2005 concerning restrictive measures in view of the situation the Democratic Republic of the Congo, and to delete the corresponding entries from Annex II to Decision 2010/788/CFSP and from Annex Ia to Regulation (EC) No 1183/2005.

Furthermore, the following information is brought to the attention of Bernard Maheshe BYAMUNGU and Protogène RUVUGAYIMIKORE, persons who appear in Annex I to Decision 2010/788/CFSP, as implemented by Implementing Decision (CFSP) 2024/1240, and in Annex I to Regulation (EC) No 1183/2005, as implemented by Implementing Regulation (EU) 2024/1271, concerning restrictive measures in view of the situation the Democratic Republic of the Congo.

The Council of the European Union has decided to update the entries of the above-mentioned persons by adding the information contained in the narrative summaries of reasons for listing those persons provided by the United Nations Security Council Committee (UNSC) established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo, available at BERNARD MAHESHE BYAMUNGU | United Nations Security Council and PROTOGÈNE RUVUGAYIMIKORE | United Nations Security Council.

The updated narratives underlying those listings appear in the relevant entries in Annex I to Decision 2010/788/CFSP and in Annex I to Regulation (EC) No 1183/2005.

The persons concerned may submit at any time a request to the UN Committee established pursuant to Resolution 1533 (2004), together with any supporting documentation, for the decision to include them on the UN list to be reconsidered. Any such request should be sent to the following address:
