Notice for the attention of the persons and entities subject to the restrictive measures provided for in the Annex to Council Decision (CFSP) 2019/797 and in Annex I to Council Regulation (EU) 2019/796 concerning restrictive measures against cyber-attacks threatening the Union or its Member States

The following information is brought to the attention of Alexey Valeryevich MININ (No. 3), Aleksei Sergeyvich MORENETS (No.4), Evgenii Mikhaylovich SEREBRIAKOV (No.5), Oleg Mikhaylovich SOTNIKOV (No.6), Dmitry Sergeyevich BADIN (No.7), Igor Olegovich KOSTYUKOV (No.8), Main Centre for Special Technologies (GTsST) of the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (GU/GRU) (No.3), 85th Main Centre for Special Services (GTsSS) of the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (GU/GRU) (No.4), persons and entities appearing in the Annex to Council Decision (CFSP) 2019/797 (1) and in Annex I to Council Regulation (EU) 2019/796 (2) concerning restrictive measures against cyber-attacks threatening the Union or its Member States.
The Council envisages maintaining the restrictive measures against the above-mentioned persons and entities with an amended statement of reasons. Those persons and entities are hereby informed that they may submit a request to the Council to obtain the envisaged amended statement of reasons for their designation, before 2 April 2024, to the following address:
