1.   Resumption of the session

The session adjourned on Thursday 11 May 2023 was resumed.

2.   Opening of the sitting

The sitting opened at 15.03.

3.   Formal sitting — Address by Salome Zourabichvili, President of Georgia

The President opened the formal sitting held to mark the visit of Salome Zourabichvili, the President of Georgia.

Salome Zourabichvili addressed the House.

4.   Statements by the President

The President made a statement on the floods which had recently devastated the Emilia-Romagna region in Italy. She expressed Parliament's solidarity with the victims and their families.

Parliament observed a minute's silence in memory of the victims.

The President strongly condemned the anti-homosexuality bill in Uganda. She said that Parliament supported people's right to live as they wished to live and to love as they wished to love.

5.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

6.   Composition of Parliament

Ismail Ertug had tendered his resignation as a Member of the European Parliament with effect from 3 July 2023.

The JURI Committee considered his resignation to be in compliance with the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage.

Pursuant to Rule 4, Parliament declared the vacancy with effect from 3 July 2023 and informed the Member State concerned.

7.   Verification of credentials

On the basis of a unanimous proposal by the JURI Committee at its meeting of 30 May 2023, Parliament verified the credentials and confirmed the mandate of Mercedes Bresso, Francesca Peppucci and Maria Veronica Rossi, with effect from 6 April 2023, and of Pirkko Ruohonen-Lerner, with effect from 12 April 2023, in accordance with Rule 3.

8.   Composition of committees and delegations

The PPE, The Left and S&D groups had notified the President of the following decisions changing the composition of the committees and delegations:

Delegation for relations with Australia and New Zealand: Stelios Kouloglou

9.   Negotiations ahead of Parliament's first reading (Rule 71)

The committees responsible had decided to enter into interinstitutional negotiations pursuant to Rule 71 on the basis of the following reports:

LIBE Committee — Report on proposal for a directive of the European Parliament and of the Council on asset recovery and confiscation (COM(2022)0245 — C9-0186/2022 — 2022/0167(COD)) — Rapporteur: Loránt Vincze (A9-0199/2023);

LIBE Committee — Report on proposal for a regulation of the European Parliament and of the Council on automated data exchange for police cooperation (‘Prüm II’), amending Council Decisions 2008/615/JHA and 2008/616/JHA and Regulations (EU) 2018/1726, (EU) 2019/817 and (EU) 2019/818 of the European Parliament and of the Council (COM(2021)0784 — C9-0455/2021 — 2021/0410(COD)) — Rapporteur: Paulo Rangel (A9-0200/2023).

In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 1 June 2023.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.

10.   Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

That day, the President of Parliament, together with the President of the Council, would sign the following acts adopted under the ordinary legislative procedure:

Regulation of the European Parliament and of the Council on information accompanying transfers of funds and certain crypto-assets and amending Directive (EU) 2015/849 (recast) (00053/2022/LEX — C9-0184/2023 — 2021/0241(COD));

Regulation of the European Parliament and of the Council on temporary trade-liberalisation measures supplementing trade concessions applicable to Ukrainian products under the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part (00019/2023/LEX — C9-0183/2023 — 2023/0051(COD));

Regulation of the European Parliament and of the Council on markets in crypto-assets, and amending Regulations (EU) No 1093/2010 and (EU) No 1095/2010 and Directives 2013/36/EU and (EU) 2019/1937 (00054/2022/LEX — C9-0181/2023 — 2020/0265(COD));

Regulation of the European Parliament and of the Council on the making available on the Union market and the export from the Union of certain commodities and products associated with deforestation and forest degradation and repealing Regulation (EU) No 995/2010 (00082/2022/LEX — C9-0179/2023 — 2021/0366(COD)).

Wednesday

The Renew and ECR groups had requested that Council and Commission statements on ‘Reconstruction and integration of Ukraine into the Euro-Atlantic community’ be added to the agenda. The debate would be wound up with a resolution, to be put to the vote in June.

The ECR Group had requested that the debate be added as a third item on the agenda before the debate on ‘Breaches of the rule of law and fundamental rights in Hungary and frozen EU funds’ (item 40 on the final draft agenda).

As a consequence, the sitting would be extended until 23.00.

The S&D Group requested that the statements be added to the agenda with the following title: ‘The need for a fair, inclusive and sustainable reconstruction and recovery of Ukraine’.

The President noted there was a consensus that no action would be taken on the requests concerned during that part-session.

The Verts/ALE and S&D groups had requested that a Commission statement on ‘Social and economic costs of the climate crisis and the urgent need for European solidarity to support affected countries and regions, especially after the current floods in Emilia-Romagna and the Marche’ be added to the agenda (without the tabling of motions for resolutions) after the debate on ‘Breaches of the rule of law and fundamental rights in Hungary and frozen EU funds’ (item 40 on the final draft agenda).

The PPE and Renew groups proposed that the title of the Commission statement be changed to ‘Social and economic costs of climate change in light of the floods in Italy and the urgent need for European solidarity’.

The following spoke: Nicola Danti, on behalf of the Renew Group, who moved the request, and Elisabetta Gualmini, on behalf of the S&D Group, to propose the following compromise title: ‘Social and economic costs of climate change in light of the floods in Emilia-Romagna, the Marche and Tuscany and the urgent need for European solidarity’.

Parliament approved the requests for the title ‘Social and economic costs of climate change in light of the floods in Emilia-Romagna, the Marche and Tuscany and the urgent need for European solidarity’ by roll-call vote (463 in favour, 3 against, 5 abstentions).

The PPE, S&D, Renew and Verts/ALE groups had requested that Council and Commission statements on ‘Threat to democracy and the rule of law in Poland, in particular through the creation of an investigative committee’ (without the tabling of motions for resolutions) be added to the agenda after the Council and Commission statements on ‘Breaches of the rule of law and fundamental rights in Hungary and frozen EU funds’ (item 40 on the final draft agenda).

The following spoke: Jeroen Lenaers, on behalf of the PPE Group, who moved the request, and Stéphane Séjourné, on behalf of the Renew Group. Ryszard Antoni Legutko spoke against it.

Parliament approved the request by roll-call vote (344 in favour, 97 against, 7 abstentions).

As a consequence, the sitting would be extended until 23.00.

The ECR Group had requested that a Commission statement on ‘Interference in the European political agenda by non-European organisations who are behind the activities of radical environmentalist movements, in light of recent inquires by the German authorities’ be added as the last item on the agenda (without the tabling of motions for resolutions).

Parliament rejected the request by roll-call vote (97 in favour, 332 against, 12 abstentions).

The Left Group had requested that Council and Commission statements on ‘Israeli attacks in Gaza’ be added as the last item on the agenda (without the tabling of motions for resolutions).

Thursday
