Implementing Decision 2013/801/EU establishing the Innovation and Networks Executive Agency
It establishes the Innovation and Networks Executive Agency (INEA) managing EU-funded programmes for transport, energy and telecommunication.
INEA manages parts of the following EU funding programmes for transport, energy and telecommunication, worth €33.6 billion:
INEA’s mandate runs from 2014 until 2024.
INEA is the successor of the TEN-T Executive Agency, which was set up by the European Commission in 2006 to manage the technical and financial implementation of its TEN-T programme, one of 3 sectors covered by the trans-European networks programme to create modern and efficient infrastructure.
INEA’s mission
INEA’s mission is to increase the efficiency of the technical and financial management of the programmes it manages, provide its stakeholders with expertise and high-level programme management, and promote cooperation between programmes, in order to encourage economic growth and benefit EU citizens.

Which EU programmes does it help to manage?
The CEF is a key EU financial instrument designed to promote growth, jobs and competitiveness through investing in infrastructure investment at EU level. It is divided into 3 main areas:
Horizon 2020 is the EU’s main financial instrument for research and innovation.
INEA is expected to manage a budget of up to €37 billion for the new programmes (€30 billion from the CEF and €7 billion from Horizon 2020).
The Innovation Fund (IF) contributes to greenhouse gas (GHG) reduction by focusing on:
Revenues for the Innovation Fund come from the EU Emissions Trading System (EU ETS), the world’s largest carbon pricing system, from the auctioning of 450 million allowances from 2020 to 2030. The IF will also benefit from any unspent funds from the NER300 programme.
Who leads INEA?
The Commission appoints the Director of INEA for 5 years and members of its Steering Committee for 2 years.
It has applied since 1 January 2014.
What do executive agencies do?
Following Regulation (EC) No 58/2003, the European Commission’s executive agencies turn EU policy into action by overseeing programme implementation. This means that they follow EU co-funded projects throughout their life cycle, providing valuable feedback to the Commission in the process. They also give a wide variety of support to the programme beneficiaries and ensure the visibility of the added value of EU funding.
