EU-Malaysia Framework Agreement on Partnership and Cooperation
SUMMARY OF:
WHAT IS THE AIM OF THE AGREEMENT AND THE DECISION?
The framework agreement aims to:
- strengthen the partnership between the parties;
- deepen and enhance cooperation on issues of mutual interest, reflecting shared values and common principles.
Decision (EU) 2022/1987 authorises the signing of the agreement on behalf of the European Union (EU).
KEY POINTS
The agreement is divided into titles covering different areas of cooperation:
- Bilateral, regional and international cooperation – the parties agree to exchange views and cooperate in forumsand organisations such as the United Nations, EU-Asean dialogue and the World Trade Organisation.
- International peace, security and stability with an emphasis on combating:
- terrorism,
- serious crimes affecting the international community,
- weapons of mass destruction,
- illicit trade in small and light arms.
- Trade and investment issues include:
- technical barriers to trade,
- competition policy,
- intellectual property rights.
- Justice and security focusing on several issues including:
- rule of law and legal cooperation,
- organised crime and corruption,
- money laundering and terrorism financing.
- Cooperation in other areas such as:
- human rights,
- financial services,
- cybersecurity.
- Science, technology and innovation including on:
- green energy,
- transport;
- health.
A joint committee, with representatives of both parties, oversees the implementation of the agreement and the fulfilment of its objectives.
ENTRY INTO FORCE
The agreement was initialised by the two parties on and will enter into force once it is ratified by the EU Member States and concluded by the EU, as well as ratified by Malaysia.
