WHAT IS THE AIM OF THE REGULATION?

Regulation (EU) 2019/1782 establishes ecodesign1 requirements for the placing on the market or the putting into service of external power supplies2.

KEY POINTS

  • The regulation does not apply to:
    • voltage converters;
    • uninterruptible power supplies;
    • battery chargers without a power supply function;
    • lighting converters;
    • external power supplies for medical devices;
    • active power-over-Ethernet injectors;
    • docking stations for autonomous appliances;
    • external power supplies placed on the market before solely as service parts or spare parts for replacing identical external power supplies placed on the market before .
  • The ecodesign requirements are set out Annex II.
  • The regulation sets out the conformity assessment procedure, and in Annex II, point 3, the measurement method and calculations that must be used.
  • National authorities must apply the verification procedures laid down in Annex III when carrying out market surveillance checks.
  • Annex IV sets out indicative benchmarks for the best-performing products and technologies available on the market.

Repeal and replacement

The regulation is repealed by Commission Regulation (EU) 2025/2052 (see summary) with effect from 14 December 2028:

  • from that date, Regulation (EU) 2019/1782 no longer applies to external power supplies placed on the market or put into service;
  • Regulation (EU) 2025/2052 amends the ecodesign requirements for external power supplies, introducing updated requirements, including extended scope, interoperability rules and new information obligations;
  • transitional provisions allow certain spare-part external power supplies to continue to comply with the requirements of Regulation (EU) 2019/1782 for a limited period after repeal, under specific conditions.

FROM WHEN DOES THE REGULATION APPLY?

It has applied since and repealed Regulation (EC) No 278/2009 on that date.

BACKGROUND

Directive 2009/125/EC establishes a framework to set ecodesign requirements for energy-related products. The European Commission must set these for products which are widely sold and traded in the EU and have a significant environmental impact.

  1. Ecodesign. Policy to improve, through better design, products’ environmental performance throughout their life cycle, especially their energy efficiency.
  2. External power supply. A device that converts single-phase alternating current from the mains into one or more alternating or direct current outputs and is contained in a separate enclosure from the powered product.
