SUMMARY OF:

Regulation (EU) No 1178/2011 technical requirements and administrative procedures related to civil aviation aircrew pursuant to Regulation (EC) No 216/2008

WHAT IS THE AIM OF THE REGULATION?

Regulation (EU) No 1178/2011 sets out the European Union’s (EU) detailed rules for civil aviation aircrew in respect of the common rules on civil aviation set out in Regulation (EU) 2018/1139.

KEY POINTS

The regulation sets out detailed rules covering a number of issues:

  • conditions for issuing, maintaining, amending, limiting, suspending or revoking pilot licences and associated medical certificates;
  • the privileges and responsibilities of the holders of pilot licences and associated medical certificates;
  • the conditions for the conversion of existing national pilot licences and of national flight engineer licences into flight crew licences (Part-FCL), along withs the conditions for the acceptance of licences from non-EU countries;
  • the certification of people responsible for providing flight training or flight simulation training and for assessment;
  • the periodic medical assessment of cabin crew members and the qualification of people responsible for this assessment;
  • the conditions for issuing, maintaining, amending, limiting, suspending or revoking cabin crew attestations, along with the privileges and responsibilities of the holders of cabin crew attestations;
  • the conditions for issuing, maintaining, amending, limiting, suspending or revoking certificates of pilot training organisations and of aero-medical centres involved in the qualification and aero-medical assessment of civil aviation aircrew;
  • the requirements for the certification of flight simulation training devices and for organisations operating and using those devices;
  • the requirements for the administration and oversight to be fulfilled by the EU Member States, the European Union Aviation Safety Agency and the organisations in relation to the above rules.

Implementing Regulation (EU) 2024/1111 on requirements for the operation of manned aircraft with a vertical take-off and landing (VTOL) capability amends Regulation (EU) No 1178/2011 as follows.

  • It provides that appropriately qualified pilots holding commercial pilot licences for aeroplanes or helicopters be given the possibility to add to their licence a type rating for manned aircraft with a VTOL capability, including privileges to operate that aircraft under instrument flight rules.
  • It sets the conditions for the issue of a type rating to pilots, including type rating training, skills test and proficiency checks.
