Estonia - Transport

Short-term priorities:

  • strengthen the implementation of maritime safety standards.

Assessment (November 2000)

Improvements have been made in the implementation of maritime safety standards.

Assessment (November 2001)

Maritime safety standards are still being implemented to a large extent.

Assessment (October 2002)

Enforcement of maritime safety standards has been tightened. However, administrative capacity needs to be stepped up further to redress the Estonian fleet's safety performance, which has been deteriorating since 1999.

Medium-term priorities

  • continuation of alignment efforts with Community legislation, particularly in road (market access, safety regulations), sea (safety regulations) and rail transport;
  • mobilising the investment needed in the transport infrastructure (particularly in the extension of trans-European networks).

Assessment (October 1999)

Estonia has continued to align its legislation with the acquis in this field.

Assessment (November 2000)

There has been no progress with this priority.

Assessment (November 2001)

Estonia is continuing to align its road, maritime and air transport legislation. Additional efforts are required, however, as this priority has only been met in part.

Assessment (October 2002)

Legislative alignment and reinforcement of administrative capacity have been partially completed in the inland waterways and road transport sectors.

Following the signing of the Accession Treaty on 16 April 2003, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia acceded to the European Union on 1 May 2004.
