DECLARATION by the European Parliament, the Council and the Commission With regard to access to cars for disabled people, the European Parliament, the Council and the Commission shall encourage the Member States to take any national measures that are necessary to ensure that all levels of existing buildings and those under construction may be accessible to disabled people, particularly those who use wheelchairs. They shall recommend the provision, in all new buildings, of at least one lift accessible to disabled people in wheelchairs. That lift must fulfil all the requirements for such use (dimensions, position of controls, etc.).
