KOMISIJAS LĒMUMS
(2006. gada 5. decembris),
ar ko groza Padomes Direktīvu 64/432/EEK, 90/539/EEK, 92/35/EEK, 92/119/EEK, 93/53/EEK, 95/70/EK, 2000/75/EK, 2001/89/EK, 2002/60/EK un Lēmumu 2001/618/EK attiecībā uz valstu references laboratoriju un valsts institūtu sarakstiem

EIROPAS KOPIENU KOMISIJA,
ņemot vērā Eiropas Kopienas dibināšanas līgumu,
ņemot vērā Padomes 1964. gada 26. jūnija Direktīvu 64/432/EEK par dzīvnieku veselības problēmām, kas ietekmē liellopu un cūku tirdzniecību Kopienā (1), un jo īpaši tās 8. pantu, 9. panta 2. punktu, 10. panta 2. punktu un 16. panta 1. punkta otro daļu,
ņemot vērā Padomes 1990. gada 15. oktobra Direktīvu 90/539/EEK par dzīvnieku veselības nosacījumiem, ar ko reglamentē mājputnu un inkubējamo olu tirdzniecību Kopienā un to ievešanu no trešām valstīm (2), un jo īpaši tās 34. pantu,
ņemot vērā Padomes 1992. gada 29. aprīļa Direktīvu 92/35/EEK, ar ko paredz kontroles noteikumus un pasākumus Āfrikas zirgu mēra apkarošanai (3), un jo īpaši tās 18. pantu,
ņemot vērā Padomes 1992. gada 17. decembra Direktīvu 92/119/EEK, ar ko ievieš vispārīgus Kopienas pasākumus noteiktu dzīvnieku slimību kontrolei un īpašus pasākumus saistībā ar cūku vezikulāro slimību (4), un jo īpaši tās 24. panta 2. punktu,
ņemot vērā Padomes 1993. gada 24. jūnija Direktīvu 93/53/EEK, ar ko ievieš obligātos Kopienas pasākumus noteiktu zivju slimību kontrolei (5), un jo īpaši tās 18. panta otro daļu,
ņemot vērā Padomes 1995. gada 22. decembra Direktīvu 95/70/EK, ar ko ievieš Kopienas obligātos pasākumus noteiktu gliemeņu slimību kontrolei (6), un jo īpaši tās 9. panta otro daļu,
ņemot vērā Padomes 2000. gada 20. novembra Direktīvu 2000/75/EK, ar ko paredz īpašus noteikumus infekciozā katarālā drudža kontrolei un apkarošanai (7), un jo īpaši tās 19. panta otro daļu,
ņemot vērā Padomes 2001. gada 23. oktobra Direktīvu 2001/89/EK par Kopienas pasākumiem klasiskā cūku mēra kontrolei (8) un jo īpaši tās 25. panta 2. punktu,
ņemot vērā Padomes 2002. gada 27. jūnija Direktīvu 2002/60/EK, ar ko paredz īpašus noteikumus cīņai pret Āfrikas cūku mēri un groza Direktīvu 92/119/EEK attiecībā uz Tešenas slimību un Āfrikas cūku mēri (9), un jo īpaši tās 26. panta 1. punktu,
tā kā:

Direktīvā 64/432/EEK ir norādīts to valsts institūtu un valstu references laboratoriju saraksts, kas atbild par oficiālo tuberkulīnu un reaģentu testēšanu, valstu references laboratoriju saraksts liellopu brucelozes gadījumā, kā arī to oficiālo institūtu saraksts, kas kalibrē laboratorijas standarta darba antigēnu attiecībā pret oficiālo EEK standartserumu (EI serums), ko piegādā Valsts veterināro serumu laboratorija Kopenhāgenā attiecībā uz govju enzootisko leikozi.

Direktīvā 90/539/EEK paredzēts, ka dalībvalstis izraugās valstu references laboratorijas, kas atbild par diagnostikas metožu koordinēšanu un to izmantošanu apstiprinātās laboratorijās. Valstu references laboratorijas ir norādītas minētajā direktīvā.

Direktīvā 92/35/EEK paredzēts, ka dalībvalstis izraugās valstu references laboratorijas, kas atbild par diagnostikas metožu koordinēšanu un to izmantošanu apstiprinātās laboratorijās. Valstu references laboratorijas ir norādītas minētajā direktīvā.

Direktīvā 92/119/EEK paredzēts, ka dalībvalstis izraugās valstu laboratorijas katrai minētajā direktīvā norādītajai slimībai. Valstu laboratoriju saraksts cūku vezikulārās slimības gadījumā ir norādīts minētajā direktīvā.

Direktīvā 93/53/EEK paredzēts, ka dalībvalstis izraugās valstu references laboratorijas katrai minētajā direktīvā norādītajai slimībai. Valstu references laboratoriju saraksts zivju slimību gadījumā ir norādīts minētajā direktīvā.

Direktīvā 95/70/EK paredzēts, ka dalībvalstis izraugās valstu references laboratorijas, lai ņemtu paraugus un veiktu testus. Valstu references laboratoriju saraksts gliemeņu slimību gadījumā ir norādīts minētajā direktīvā.

Direktīvā 2000/75/EK paredzēts, ka dalībvalstis izraugās valstu laboratorijas, kas atbild par laboratorijas testu veikšanu. Šīs valstu laboratorijas ir norādītas minētajā direktīvā.
|
|

Saskaņā ar Direktīvu 2001/89/EK dalībvalstīm jānodrošina, lai valsts laboratorija atbild par diagnozes standartu un metožu koordinēšanu. Šīs valstu laboratorijas ir norādītas minētajā direktīvā.

Saskaņā ar Direktīvu 2002/60/EK dalībvalstīm jānodrošina, lai valsts laboratorija atbild par diagnozes standartu un metožu koordinēšanu. Šīs valstu laboratorijas ir norādītas minētajā direktīvā.

Komisijas 2001. gada 23. jūlija Lēmumā 2001/618/EK par papildu garantijām Kopienas iekšējā tirdzniecībā ar cūkām attiecībā uz Aujeski cūku slimību, kritērijiem, ar kuriem nodrošina informāciju par šo slimību, un ar ko atceļ Lēmumu 93/24/EEK un 93/244/EEK (10), noteikts to institūtu saraksts, kuri atbild par ELISA metodes kvalitātes pārbaudi katrā dalībvalstī un īpaši par valstu standartserumu ražošanu un standartizēšanu atbilstoši Kopienas standartserumiem. Šis saraksts ir norādīts minētajā lēmumā.

Gandrīz visu dalībvalstu kompetentās iestādes iesniedza pieprasījumus atjaunināt informāciju saistībā ar valstu references laboratorijām, kas norādītas virknē direktīvu un lēmumā. Turklāt ir lietderīgi norādīt šajos tiesību aktos minētās valstu references laboratorijas un valsts institūtus alfabēta kārtībā pēc katras dalībvalsts ISO koda.

Kopienas likumdošanas skaidrības un saskanības labad ir lietderīgi aizstāt šos sarakstus minētajās direktīvās un minētajā lēmumā.
|

Tāpēc attiecīgi jāgroza Direktīva 64/432/EEK, 90/539/EEK, 92/35/EEK, 92/119/EEK, 93/53/EEK, 95/70/EK, 2000/75/EK, 2001/89/EK, 2002/60/EK un Lēmums 2001/618/EK.
|

Šajā lēmumā paredzētie pasākumi ir saskaņā ar Pastāvīgās pārtikas aprites un dzīvnieku veselības komitejas atzinumu,

IR PIEŅĒMUSI ŠO LĒMUMU.
1. pants
Direktīvu 64/432/EEK, 90/539/EEK, 92/35/EEK, 92/119/EEK, 93/53/EEK, 95/70/EK, 2000/75/EK, 2001/89/EK, 2002/60/EK un Lēmumu 2001/618/EK groza saskaņā ar šā lēmuma pielikumu.
2. pants
Šis lēmums stājas spēkā trešajā dienā pēc tā publicēšanas Eiropas Savienības Oficiālajā Vēstnesī.
3. pants
Šis lēmums ir adresēts dalībvalstīm.

Testā izmantotajam antigēnam ir jāsatur govju enzootiskās leikozes vīrusa glikoproteīni. Antigēns ir jāstandartizē attiecībā pret standartserumu (EI serums), ko piegādā Danish Institute for Food and Veterinary Research Kopenhāgenā.

Turpmāk norādītajiem oficiālajiem institūtiem ir jābūt atbildīgiem par laboratorijas standarta darba antigēna kalibrēšanu attiecībā pret oficiālo EEK standartserumu (EI serums), ko piegādā Danish Institute for Food and Veterinary Research Kopenhāgenā.
