Short-term priorities
Assessment (November 2001)
Cyprus has noticeably improved its safety check performance. Detention rates in foreign ports and accidents at sea have been greatly reduced. An action plan for merchant ships has been implemented, including checks on classification societies.
Assessment (October 2002)
Cyprus has continued to align its road transport legislation. However, urgent action is needed to implement maritime transport legislation.

Medium-term priorities
Assessment (November 2001)
Harmonisation has been completed with regard to road transport legislation on taxation, access to the profession, technical requirements for vehicles, the collection of statistics, cooperation between the public authorities and the road transport industry, dimensions and maximum weights, and speed limits. Nevertheless, Cyprus needs to continue transposing the acquis on the transport of dangerous goods, and carry on with preparatory work for the adoption of a new law on air transport.
Assessment (October 2002)
Cyprus has achieved progress in strengthening the administrative capacity of the Department of Merchant Shipping. However, it needs to sustain its efforts to have the Cypriot flag removed from the blacklist of the Paris Memorandum of Understanding.
In aviation, particularly air safety, the measures figuring in the Action Plan have been implemented.

Following the signing of the Accession Treaty on 16 April 2003, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia acceded to the European Union on 1 May 2004.
