WHAT IS THE AIM OF THE DECISION AND THE AGREEMENT?

The Council decision authorises the signature and provisional application of the agreement.

The agreement establishes a formal structure for cooperation in scientific and technological research between the parties to encourage, develop and facilitate cooperative activities of common interest in this field.

KEY POINTS

Cooperation between the EU and Jordan in science and technology is based, in particular, on the principles of mutual benefit and promotion of knowledge-based society. It is also intended to contribute to the socio-economic development of both Parties.

The implementation of the agreement is managed by a Joint Committee.

How the cooperation works

Cooperative activities may be undertaken by natural or legal persons. In this respect, the EU and Jordan must enablethe free movement and residence of research workers in their respective territories, and the movement of goods intended for use in these activities, under their applicable legislation.

Participants established in Jordan may participate in indirect actions under the EU Framework Programme for Research and Innovation (Horizon 2020) in accordance with its rules and its terms and conditions.

Participants established in the EU may participate in research programmes and projects in Jordan on the same basis as Jordanian participants, subject to the applicable national rules and the terms and conditions of the agreement.

In addition, the Jordanian authorities and the European Commission share information on current programmes and on new cooperation opportunities.

Intellectual property rights

Rules concerning the protection of intellectual property rights and the dissemination of knowledge, resulting from the research activities undertaken under the agreement, are laid down in Annex II to the agreement. These rules are compatible with national and international regulations.

FROM WHEN DOES THE AGREEMENT APPLY?

The agreement was signed on 30 November 2009 and was provisionally applicable (produced legal effects) from signature. It has applied since 29 March 2011.
