1.   Resumption of the session

The sitting opened at 15.00.

2.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3.   Composition of Parliament

The German authorities had given notice of the election of Arndt Kohn to replace Martin Schulz as Member of Parliament with effect from 24 February 2017.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Arndt Kohn would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

4.   Verification of credentials

On a proposal by the JURI Committee, Parliament decided to confirm the validity of the mandates of José Ignacio Salafranca Sánchez-Neyra, with effect from 3 January 2017, and Peter Kouroumbashev, with effect from 17 January 2017.

5.   Composition of committees and delegations

At the request of the S&D and ENF Groups, Parliament ratified the following appointments:

CONT Committee: Arndt Kohn to replace Jens Geier

BUDG Committee: Vicky Maeijer to replace Auke Zijlstra

LIBE Committee: Auke Zijlstra to replace Vicky Maeijer

6.   Negotiations ahead of Parliament's first reading (Rule 69d)

The President announced that the INTA and PECH Committees had decided to enter into interinstitutional negotiations, in accordance with Rule 69:

INTA Committee, on the basis of Parliament's position adopted at first reading on 16 April 2014 with a view to the adoption of Regulation (EU) No …/2014 of the European Parliament and of the Council amending Council Regulation (EC) No 1225/2009 on protection against dumped imports from countries not members of the European Community and Council Regulation (EC) No 597/2009 on protection against subsidised imports from countries not members of the European Community (2013/0103(COD) — P7_TA(2014)0420);

PECH Committee, on the basis of Parliament's position adopted at first reading on 2 February 2017 with a view to the adoption of a regulation of the European Parliament and of the Council on the sustainable management of external fishing fleets, repealing Council Regulation (EC) No 1006/2008 (2015/0289(COD) — P8_TA-PROV(2017)0015).

The positions adopted by Parliament at first reading, which constituted the mandate for those negotiations, were available on the Europarl website.

7.   Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that he had, with the President of the Council, that day signed the following acts adopted under the ordinary legislative procedure:

Regulation of the European Parliament and of the Council amending Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement (Georgia) (00064/2016/LEX — C8-0093/2017 — 2016/0075(COD))

Protocol to the Agreement between the European Community and its Member States, of the one part, and the Swiss Confederation, of the other, on the free movement of persons, regarding the participation of the Republic of Croatia as a contracting party, following its accession to the European Union;

Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Bosnia and Herzegovina, of the other part, to take account of the accession of the Republic of Croatia to the European Union;

Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and Mongolia, of the other part, to take account of the accession of the Republic of Croatia to the European Union;

14.   Action taken on Parliament's resolutions

The Commission communication on the action taken on the resolutions adopted by Parliament during the October II 2016 part-session was available on the Europarl site.

15.   Order of business

The following spoke: Terry Reintke on the case of Deniz Yücel, correspondent for the German daily Die Welt, and other journalists currently imprisoned in Turkey (the President underscored his commitment to defending freedom of expression), Barbara Spinelli on recent statements by the President on the subject of refugee camps in Libya (the President specified what he had said), Tomáš Zdechovský on the application of the Rules of Procedure, and Petras Auštrevičius on the third anniversary of the Ukrainian revolution of February 2014.

The final draft agenda for the March I 2017 sittings (PE 600.409/PDOJ) had been distributed and the following changes had been proposed (Rule 149 a):

Wednesday

Following consultations with the political groups, the President proposed the following changes to the final draft agenda:

that a statement by the President of the Commission on the White Paper on the Future of Europe be added as the first item on the agenda;

that the report by Ramón Jáuregui Atondo (A8-0041/2017) on e-Democracy in the EU: potential and challenges be postponed until the March II part-session;

that the sitting be extended until 24.00.

The House agreed to the changes.

Thursday

The President announced that, following its adoption by the JURI Committee, the report by Laura Ferrara (A8-0047/2017) on the Request for the waiver of the immunity of Marine Le Pen, would be included in Voting Time the following day.

The order of business was thus established.

16.   Statement by the President of the Commission on the White Paper on the future of Europe

The President made a brief statement to introduce the debate.

Jean-Claude Juncker (President of the Commission) made the statement.
