CALL FOR PROPOSALS DG EAC/28/07

European associations active at European level in the field of education and training

1.   Objectives and description

The purpose of this call for proposals is to support the activities of European associations in the field of education and training or which pursue an objective which is part of an EU policy.

The new action programme in the field of lifelong learning (2007-2013) (1) and more specifically the ‘Jean Monnet’ sub-programme constitute the legal basis.

The Education, Audiovisual and Culture Executive Agency (‘the Agency’), acting on instructions from the Commission of the European Communities (‘the Commission’) is responsible for the management of the call for proposals.

The activities of the associations must, in particular, contribute or be capable of contributing to the development and implementation of Community cooperation policy and actions in the field of education and training. The ‘Education and Training 2010’ (2) work programme forms the strategic reference framework at Community level for the development of policies in the field of education and training.

The European associations must be composed of national, regional or local associations in at least 12 Member States. Private individuals, individual contractors, universities or Member States are not considered to be ‘associations’.

2.   Community co-financing

The Community will contribute to the financing of the operational expenditure committed by European associations. Community co-financing may be formalised either in the framework of a three-year partnership agreement (2008-2010) between the beneficiary and the Executive Agency or on the basis of an annual operating agreement.

The framework agreement establishes a partnership relationship between the Agency and the partner to allow the association to carry out its long-term Community policy. The association must provide an action plan defining the objectives, priorities and expected results (achievements) for the period 2008-2010 and for 2008 a detailed work programme together with the corresponding budget.

Organisations not wishing to make a long-term commitment may submit an application for an annual operating grant. This application must contain a detailed work programme for 2008 together with the corresponding budget.

3.   Eligible organisations

Organisations submitting an application must satisfy the following conditions:

operate in the field of education and training at European level and pursue clear and well-defined objectives laid down in their official articles of association,

exist as an organisation pursuing an aim of general European interest as defined in Article 162 of the implementing rules of the Financial Regulation laid down by Commission Regulation (EC, Euratom) No 2342/2002 (3),

be composed of national, regional or local associations,

have members in at least 12 Member States of the European Union,

be located and have legal status for more than two years in one of the eligible countries.

4.   Budget and period of eligibility of the costs

The total Community budget for the co-financing of associations is EUR 1 700 000 in 2008. The Executive Agency intends to finance approximately 17 applications selected under this call.

The maximum grant per association for an annual work programme of 12 months (corresponding to one budgetary year) will not exceed EUR 100 000. The Community financial aid may not exceed 75 % of the total eligible costs set out in the budget of the association's work programme.

The 12-month work programme and the period of eligibility of the costs will begin between 1 January 2008 and 1 April 2008 and may not extend beyond the end of the beneficiary's budgetary year.

5.   Deadline and submission of the proposal

The deadline for despatch of applications is 15 September 2007  (4) for:

a three-year partnership framework agreement (including the application for an operating grant specific to 2008),

an application for an annual operating grant for 2008.

Commission Regulation (EC) No 88/97 (1) (the ‘exemption Regulation’) authorises the exemption from the extended anti-dumping duty on imports of certain bicycle parts originating in the People's Republic of China. This duty resulted from the extension by Council Regulation (EC) No 71/97 (2) of the anti-dumping duty imposed by Council Regulation (EEC) No 2474/93 (3), maintained by Regulation (EC) No 1524/2000 (4) and last amended by Council Regulation (EC) No 1095/2005 (5).

In this framework, and by successive Commission Decisions, a certain number of bicycle producers have been exempted from the extended anti-dumping duty: inter alia,

Cicli Bimm SRL has informed the Commission that the legal address of the company has changed to Via Bisenzio 55, I-59013 Montemurlo (PO).

 

The Commission was informed that the company Cycles Lejeune SA, route de Bayonne, F-64400 Moumour, was taken over by Denver France, 1, rue Carrerot, F-64400 Moumour. Denver France continues the assembly operation and consequently requires the exemption from the extended anti-dumping duty.

 

Denver SRL has informed the Commission that the legal address of the company has changed to Via Primo Maggio 32, I-12025 Dronero (CN).

 

Esperia SpA has informed the Commission that the legal name and address of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from Esperia SpA to Cicli Esperia SpA, Via Meucci 27, I-35028 Piove di Sacco (PD).

 

FIB srl has informed the Commission that the legal name of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from FIB srl to FIB SpA.

 

Ghost Mountain Bikes GmbH has informed the Commission that the legal address of the company has changed to Klärwerkstrasse 5, D-95652 Waldsassen.

 

José Alvarez SA has informed the Commission that the legal name of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from José Alvarez SA to José Alvarez.

 

LDM Cycles SARL has informed the Commission that the legal name of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from LDM Cycles SARL to LDM SAS.

 

M.B.M. S.R.L. has informed the Commission that the legal address of the company has changed to Via Emilio Levante 1671/73/75, I-47023 Cesena (FO).

 

Paul Lange & Co. has informed the Commission that the legal name of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has to be changed from Paul Lange & Co. to Paul Lange & Co. OHG.

 

Schwinn-Csepel Kerékpárgyártó és Forgalmazó Rt. has informed the Commission that the legal address of the company has changed from Gyepsor u. 1, H-1211 Budapest to Duna Lejáró 7, H-1211 Budapest.

 

Shivati Bicycles B.V. has informed the Commission that the legal address of the company has changed from Straelseweg 27a, 5911 CL Venlo, The Netherlands to Industrieterrein 4c, 5981 NK Panningen, The Netherlands.

 

S.N.C. Cicli Olympia di Pasquale e Antonio Fontana & C. has informed the Commission that the legal address of the company has changed from Via Carrarese 62, I-35028 Piove di Sacco (PD), to Via Galileo Galilei 12/A, I-35028 Piove di Sacco (PD).

 

Velomarche di Giunta Giancarlo & C. SNC has informed the Commission that the legal address of the company has changed from Via dell'Industria 3, I-61020 Montecchio (PS), to Via Piemonte 5/7, I-61020 Montecchio (PS).

 

Velo Schauff has informed the Commission that the legal name and address of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from Velo Schauff to Schauff GmbH & Co. KG, In der Wässerscheidt 56, D-53424 Remagen.

 

Yakari SRL has informed the Commission that the legal name of the company that carries out the assembly operation and consequently requires the exemption from the extended anti-dumping duty has changed from Yakari SRL to Yakari SpA.

The Commission, after having examined the information supplied, has established that the changes in the companies' names and legal addresses do not affect the assembly operations with regard to the stipulations of the exemption Regulation and therefore the Commission does not consider that these changes should affect the exemption from the extended anti-dumping duty.

for Infocare: repair and maintenance for IT and Consumer electronics goods.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved.

(‘E.ON’, Germany) acquires within the meaning of Article 3(1)(b) of the Council Regulation sole control of Endesa Europa, S.L (‘Endesa Europa’, Spain), of certain assets and rights of Endesa, S.A., Madrid (‘Endesa's businesses’, Spain), and of certain subsidiaries of the Italian company ENEL S.p.A in Spain (‘Viesgo’) by way of purchase of shares and assets.

The business activities of the undertakings concerned are:

for E.ON: generation, distribution and supply of electricity, as well as purchase and sale of natural gas for domestic electricity generation,

for Endesa Europa: Endesa's business activities in the electricity sector in European countries outside Spain,

for Endesa's businesses: certain electricity generation assets located in Spain and currently belonging to Endesa,

for Viesgo: generation, distribution and supply of electricity in Spain.

On 4 July 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Bain Capital Investors, LLC (‘Bain Capital’, United States) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking Bavaria Yachtbau GmbH (‘Bavaria Yachtbau’, Germany) by way of purchase of shares.

The business activities of the undertakings concerned are:

for Bain Capital: private equity investment firm;

for Bavaria Yachtbau: manufacturer of sailing yachts and motor boats.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
