CALL FOR APPLICATIONS

The post of Director of Information Technology (grade AD 14 or AD 15) in the Directorate-General for Infrastructure of the Court of Justice of the European Union will soon become vacant. This post will be filled under Article 29(2) of the Staff Regulations of Officials of the European Union.

Duties

Under the authority of the Director-General of Infrastructure, the holder of this post is responsible for managing the Directorate for Information Technology (‘DIT’) and organises and coordinates its activities.

The DIT is responsible for all services relating to information technology at the Court of Justice of the European Union (‘the Court’), and plays a key role in the proper functioning and development of the Court’s information system. It contributes to the modernisation of the Court through the implementation of a modern and dynamic vision and strategy for the future of IT which the Director will be required to identify and articulate in line with the priorities established by the Court, taking into account the specific requirements of a judicial institution.

To that end, the activities of the DIT include: analysis, design, development, establishment and maintenance of IT tools; identification, establishment and management of IT infrastructure (network, fixed network and mobile telephony, data centre, helpdesk, computers, multifunctional copiers, etc.); user support and technical management and multimedia facilities in courtrooms.

In that context, the Director of the DIT advises the relevant departments and bodies of the Court and puts forward a short-, medium- and long-term IT strategy, set out, inter alia, in the master plan, containing multi-year work plans drawn up in the light of the desired evolution of the information system and resulting priorities. The Director prepares proposals and reports in that connection and is also responsible for providing budgetary planning and for the implementation of work plans.

The Director manages a team of around 70 officials across four administrative units and the services of external providers. The DIT’s annual budget for equipment and external services is approximately EUR 18 million.

In addition, the Director ensures that the IT systems comply with applicable legislation. In his or her capacity as authorising officer by sub-delegation for IT expenditure, the Director ensures that the financial regulations, notably in relation to public procurement, are complied with.

The Director of the DIT is required to represent the institution in external bodies and authorities and in particular vis-à-vis interinstitutional committees in the field of IT.

Required profile

The ability to direct and motivate a large team of competent professionals who are IT specialists; excellent management skills and ability to lead a service-oriented administrative entity in a multicultural environment; ability to understand the challenges facing large organisations in the design, development and evolution of corporate information systems aligned with business needs,

proven experience in effective planning and management of human and financial resources,

strong communication and inter-personal skills, with a view to developing and maintaining excellent relations with the chambers, registries and departments of the Court, and with the other institutions,

proven practical experience of planning and managing projects,

the ability to devise a strategy for information systems development and service provisioning in the Court that takes account of needs, resources and constraints,

the ability to advise the chambers, registries and departments of the Court on IT,

excellent analytical skills, capacity to identify key points, develop and generate strategic goals and translate them into practical proposals for action,

good knowledge of the financial rules applicable to the institutions of the Union or good knowledge of budget and major project management.

Requirements

Candidates must satisfy the conditions for appointment of officials laid down in the Staff Regulations of Officials of the European Union. For this post, they must meet the following minimum conditions:

a level of education which corresponds to completed university studies attested by a diploma,

at least 10 years’ professional experience in the fields referred to in ‘Duties’,

a thorough knowledge of an official language of the European Union and a satisfactory knowledge of another official language of the European Union. For operational reasons, a good knowledge of English is required.

Salary and conditions of employment

Salaries and conditions of employment are those laid down in the Staff Regulations for EU officials at grade AD 14 or AD 15. By way of guidance, the monthly basic salary of an official at grade AD 14, step 1, is EUR 13 642, and of an official at grade AD 15, step 1, EUR 15 435. Candidates should note the requirement under the Staff Regulations for all new staff successfully to complete a 9-month probationary period.
