New national sides of euro circulation coins

National sides of the 2-euro commemorative circulation coins issued by the euro-area Member States to celebrate the 50th anniversary of the signing of the Treaty of Rome

Euro circulation coins have legal tender status throughout the euro area. The Commission publishes all new euro coin designs (1) with a view to informing all parties required to handle coins in the course of their work as well as the public at large. In accordance with the Council conclusions of 8 December 2003 (2), euro-area Member States and countries that have concluded a Monetary Agreement with the Community providing for the issuance of euro circulation coins are allowed to issue certain quantities of commemorative euro circulation coins on condition that not more than one new coin design is issued per country per year and that only the 2-euro denomination is used. However, in view of the symbolic importance of the commemorated event and in accordance with the Council conclusions of 17 October 2006 (3), Member States are exceptionally allowed to issue the present commemorative coin in addition to another 2-euro commemorative coin that they may want to issue in 2007. Commemorative coins have the technical features of normal euro circulation coins, but bear a commemorative design on the national side.

To celebrate the 50th anniversary of the signing of the Treaty of Rome, Eurogroup Ministers decided that euro-area Member States would strike a 2-euro commemorative coin using a common design on the national side. The selected design is the outcome of a joint preparation by the European Mints.

Issuing States: Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal, Slovenia and Finland.

Subject of commemoration: 50th anniversary of the signing of the Treaty of Rome.

Factual description of the design: The centre of the coin shows the Treaty signed by the six founding Member States on a background evoking the paving, designed by Michelangelo, of the Piazza del Campidoglio in Rome where the Treaty was signed on 25 March 1957. The translation of the word ‘Europe ’appears above the book. The translation of the words ‘Treaty of Rome 50 years ’is inscribed above the design. The year 2007 and the national name of the issuing country are inscribed under the design. The twelve stars of the European flag are depicted on the outer ring.

Grants in its EIBURS programme within its EIB-Universities Research Action

Call for proposals No 2

The European Investment Bank channels most of its institutional relations with Universities through an EIB-Universities Research Action consisting of three different programmes:

EIBURS, the EIB University Research Sponsorship Programme,

STAREBEI (STAges de REcherche BEI), a programme for financing young researchers working on joint EIB-University projects, and

EIB University Networks, a cooperation mechanism for university networks showing characteristics that are of particular relevance to support the objectives of the EIB Group.

EIBURS provides grants to University Research Centres working on research topics and themes of major interest to the Bank. EIB sponsorships, of up to EUR 100 000 per year for a period of three years, are awarded through a competitive process to interested University Departments or Research Centres, associated with Universities of EU, Accession or Acceding Countries, with recognised expertise in EIB-selected areas. The EIBURS sponsorship will entitle the beneficiary to develop additional activities to those it normally carries out in the selected research fields.

For the academic year 2007/2008, the EIBURS programme two new lines of research are:

Public investment under budgetary restrictions in the new EU Member States;

Pricing of securitisation deals.

The deadline for presentation of proposals is 21 May 2007.

Prior notification of a concentration

On 14 March 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking General Electric Company (‘GE’, USA) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the aerospace business of the undertaking Smiths Group plc (‘Smiths Aerospace’, United Kingdom) by way purchase of shares and assets.

The business activities of the undertakings concerned are:

for GE: diversified industrial, technology and services group, active in various fields, including aircraft engines;

for Smiths Aerospace: manufacture and sale of various types of aerospace systems and equipments.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.
