WHAT IS THE AIM OF THE NEW CONSENSUS?

  • The new European consensus on development provides a shared vision for development policy for the EU and EU countries. It is intended to guide EU institutions and EU countries in their cooperation with developing countries over the next 15 years towards contributing to the achievement of the 2030 agenda for sustainable development as well as the Paris agreement on climate change and towards responding to other changes in the global context.
  • Poverty eradication remains the primary objective of development policy under the new consensus. However, it integrates the economic, social and environmental dimensions of sustainable development and underlines the links between development and other policies including peace and security, humanitarian aid, migration and climate.

KEY POINTS

The European consensus on development establishes a new set of principles for development cooperation as part of the EU’s response to the 2030 agenda for sustainable development. Building on the global strategy for the European Union’s foreign and security policy and the rules for external action in the Lisbon Treaty, the new consensus highlights important cross-cutting elements, such as:

  • youth;
  • gender equality;
  • mobility and migration;
  • sustainable energy and climate change;
  • investment and trade;
  • good governance;
  • democracy, the rule of law and human rights;
  • innovative engagement with more advanced developing countries;
  • and mobilising and using domestic resources.

Support to resilience at all levels is also an integral part of the new European consensus. The consensus integrates a comprehensive approach to implementation as agreed in the Addis Ababa action agenda, combining aid with other resources and a strengthened approach to policy coherence for development. It includes a more coordinated approach to development on the EU and EU countries’ part, promoting joint programming and joint actions. It places an emphasis on better-tailored partnerships with a broader range of organisations and partner countries.

Mid-term assessment

  • A mid-term assessment of the implementation of the consensus will be carried out by 2024, outlining how it has been applied and what it has achieved in support of the 2030 agenda.
