Council Decision (CFSP) 2015/1333 (1) calls upon the Member States to direct vessels, as referred to in the list drawn up in Annex V of Decision (CFSP) 2015/1333, not to load, transport, or discharge crude oil illicitly exported from Libya, to deny entry into Member States ports and prohibits the provision of certain services and certain financial transactions linked to such oil exports.

On 20 October 2017, the United Nations Security Council Sanctions Committee renewed and amended the listing of the vessel LYNN S, subject to restrictive measures.

Those concerned may submit at any time a request to the United Nations Security Council Committee established pursuant to resolution 1970 (2011), together with any supporting documentation, for the decision to renew the listing to be reconsidered. In order to implement the new listing, the Commission has adopted Commission Implementing Regulation (EU) 2017/2006 (2) amending Annex V of Council Regulation (EU) 2016/44 (3) accordingly.

The shipowner of the vessel LYNN S may submit observations on the decision to renew the listing, together with supporting documentation, to the European Commission on the following address:

The attention of the shipowner of the vessel LYNN S is also drawn to the possibility of challenging the Implementing Regulation (EU) 2017/2006 before the General Court of the European Union, in accordance with the conditions laid down in the fourth and sixth paragraphs of Article 263 of the Treaty on the Functioning of the European Union.
