European associations acting at European level in the field of education

1. Objectives and description
The purpose of this call for proposals is to support the functioning of associations active in the field of education and training at the European level, and particularly those associations which are most representative in terms of the target groups they cover, by contributing to the funding of the operational and administrative costs of their European operations. Applicant organisations are invited to present a work plan covering their basic activities (e.g. membership and statutory activities, communication, representation of their membership's interests at European level, other recurrent European activities etc.) for one year. These activities must contribute, or be capable of contributing, to the development and implementation of Community cooperation policy and actions in the field of education and training (1).
2. Eligible applicants
Beneficiaries must fulfil the following minimum criteria:

exist as a body pursuing an aim of general European interest as defined in Article 162 of the implementing rules of the Financial Regulation laid down by Commission Regulation (EC, Euratom) No 2342/2002, |
|
— |
operate in the field of education and training at European level and pursue clear and well-defined objectives laid down in their official articles of association, |
|
— |
have members in at least twelve Member States of the European Union, |
|
— |
be composed of national, regional or local associations (2), |
|
— |
be located and have legal status for more than two years in one of the Member States of the European Union, |
|
— |
undertake the majority of its activity in the Member States of the European Union, in countries belonging to the European Economic Area and/or in the candidate countries. |
3. Budget and project duration
The total budget earmarked for the co-financing of work-plans amounts to EUR 750 000. Financial assistance from the Commission cannot exceed 75 % of the total eligible costs set out in an approved work-plan for the association. The maximum grant will be EUR 100 000. The Commission expects to fund up to 15 associations.
The period covered by the work plan must start between 1 January 2007 and 1 April 2007. The maximum duration of the approved work-plans of the associations receiving funding is 12 months. The period covered by the work plan must not run over more than one budgetary year of the beneficiary.
4. Deadline
Applications must be sent to the Commission no later than 31 July 2006.
